Operations Research Analyst / Data Scientist (Remote)

Overview

GovCIO is currently hiring for an Operations Research Analyst / Data Scientist to support database development, data configuration, data analytics, and reporting activities at the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE). This role involves working within an interconnected reporting and analytics team to pull, configure, and analyze data to create real-time metrics, tasking responses, and support the ICE mission. This is a fully remote position.

Responsibilities

  1. Provide effective data management to enable complex analytics from various systems including Oracle, Databricks, AWS, and ServiceNow.
  2. Utilize data analytic tools such as Power BI, Tableau, and Qlik Dashboards to align and visualize data.
  3. Facilitate client needs, address issues, perform gap analysis, and recommend solutions within data systems.
  4. Conduct trade-off analyses on technical solutions to select optimal tools and methodologies for complex data requests.
  5. Create project artifacts ensuring compliance and quality standards.
  6. Assess project and business process effectiveness using source data.
  7. Collaborate with team members to analyze requirement changes and recommend solutions.
  8. Develop dashboards and disseminate metrics for end-user visibility.
  9. Translate complex issues from multiple sources into clear insights for mission leadership.

Qualifications

Required Skills and Experience:

  • Bachelor’s Degree
  • 5+ years of work experience (2 years may be waived with a master's degree)
  • 2+ years in data exploration, cleaning, visualization, and analytics
  • 2+ years experience with data visualization tools like Qlik or PowerBI

Preferred Skills and Experience:

  • Experience with distributed data and computing tools such as Databricks
  • Knowledge of data modeling, mapping data flows, and data design
  • Strong analytic and communication skills
  • Excellent problem-solving and organizational abilities
  • Ability to work independently in a fast-paced environment
  • Flexibility to adapt quickly and manage ongoing tasks
  • Creative thinking and effective communication skills

Clearance Required:

  • Ability to attain and maintain DHS clearance (US citizenship required)
