Job description

Johnston County Department of Social Services is seeking a highly skilled and strategic Operations and Staff Development Division Director to oversee the agency’s operational policies and procedures and ensure that staff are effectively implementing and compliant with county, state and federal mandates. This position will manage a blended team of social work and eligibility professionals. This role will also oversee the staff development department which includes Child Welfare, Adult & Family Services, Economic & Medicaid Services training staff, and the Quality Assurance department for child welfare and adult services. Additionally, this role serves as the primary project lead for the agency initiatives, including facility transition management and the agency wide document digitalization projects and compliance oversight.

State Title: Social Worker Program Admin I

  • This positions leads key agency projects, evaluates service quality and ensures state and federal regulatory compliance.
  • Provides administrative support for the overall functioning of the agency, monitor and analyze compliance findings, formulation and implementing corrective action plans when needed.
  • Lead agency-wide initiatives from initiation through evaluation, coordinate cross-functional teams, and manage business processes improvement timelines, benchmarks, and communication plans.
  • Assist with coordinating for staff relocation to the new building
  • Oversee the records digitization & retention, ensure data security/integrity during digitization, conduct audits, and maintain the records retention/destruction program in compliance with federal, state, and HIPAA mandates.
  • Write, update, and assist with implementing Standard Operational Procedures (SOPs) and operational guides to improve service outcomes and efficiency.
  • Monitor agency program performance, case review trends, compliance findings, and established benchmarks.
  • Lead QA reviews across Children and Adult Services, implementing solutions and corrective action plans for identified gaps.
  • Reporting & Collaboration: Prepare performance and compliance reports for DSS leadership, state agencies, and governing boards; attend monthly Social Services Board meetings.
  • Department Oversight: Oversee, develop, and deliver training programs across Children Services, Adult & Family Services, and Economic Services.
  • Conduct monthly supervision and performance evaluations for CQI team members; serve on interview panels, select candidates, and make hiring recommendations.
  • Ability to apply fundamental concepts of social work theories.
  • Demonstrated ability to interpret policies, evaluate workflow efficiency, and collaborate with internal/external partners and state/regional committees.
  • Thorough knowledge of methods and principles of casework supervision and training.
  • Thorough knowledge of social work principles, techniques, and practices and applications to casework and community problems.
  • Considerable knowledge of social and economic factors in the community, and local agencies and resources.
  • Considerable knowledge of the laws, regulations, and policies which govern social services programs.
  • Considerable knowledge of the principles and techniques of public administration, including personnel administration, budgeting, and office management.
  • Skill in directing a staff of social workers and supervisors and related professionals and students engaged in a variety of services.

Master's degree from an accredited school of social work and four years of social work or counseling experience, two of which were supervisory; or bachelor's degree in social work and five years of social work or counseling experience, two of which were supervisory; or bachelor's degree in a human services field or related curriculum
including at least 15 semester hours in courses related to social work or counseling and six years of social work or counseling experience, two of which were supervisory; or an equivalent combination of training and experience.

Preferred Education:

Master’s degree from an accredited school of social work and minimum five years of supervisory experience in a child welfare agency. Experience with project
management, an innovative and transformational leader, experience supervising a blended team, knowledge of eligibility services and strong background monitoring,
auditing and state and federal mandates.
