Job summary

Torch Technologies, a 100% employee-owned defense contractor, seeks an Operational Manager to support USCENTCOM at MacDill AFB, Tampa, FL. You will lead operational planning, coordinate with government stakeholders, and oversee multiple capability development projects to ensure mission success.

Responsibilities include developing CONOPS, leading IPTs, preparing briefings for senior leaders, and ensuring effective program management, including cost, schedule, and performance oversight.

Qualifications

• U.S. Citizenship required.
• Bachelor’s Degree and 8+ years of military or relevant operational experience.
• Active TS/SCI security clearance required (must be able to maintain).
• 5+ years of experience at Combatant Command, Service Headquarters, or Joint Staff level.
• Program management experience including cost, schedule, and performance oversight.
• Knowledge of JCIDS process and DoD capability development.
• Strong analytical, organizational, and problem-solving skills.
• Excellent written and verbal communication skills, including briefing senior leadership.
• Ability to work independently and collaboratively in a team.

Responsibilities

• Provide day-to-day operational management of assigned Defense Innovation Accelerator (DIA) and Service/Agency capability development projects.
• Collaborate with Technical Managers, Transition Managers, and USCENTCOM SMEs across multiple directorates.
• Serve as chairperson of the Operations IPT, including cost work breakdown structures.
• Develop and support program documentation and monthly reporting to USCENTCOM J8.
• Develop and validate CONOPS, CONEMPS, TTPs, and Training Support Packages (TSPs).
• Prepare white papers, position papers, and executive-level briefings for senior leaders.
• Coordinate development of technology assessment strategies and select independent assessment teams.
• Oversee execution of operational assessments and independent evaluation activities.
• Provide test planning support: requirement decomposition, metrics, data collection, execution docs.
• Support USCENTCOM capability proposals to OSD and the Services.
• Apply analytical expertise to resolve complex operational issues and support test execution.
• Support final report development and program closeout.
