Operational Communications (OC) Engineer will support SCADA, Metering and the communications network serving GTC facilities. This position is technically capable of performing SCADA, Metering and telecommunication network installations, as well as supporting the commissioning and maintenance functions required to keep operational communications available. Assist in coordinating and implementing OC projects related to substation automation, telecommunications network, GTC Corporate Business Continuity Plan and Cyber-Security Compliance. Provide SCADA, telecommunications, and metering expertise to ECS technicians. Possess working knowledge of databases and networking technologies. Assist in leading the corporation's efforts in identifying, studying, and implementing innovative uses of telecommunication, SCADA, and three phase power metering equipment in order to position the corporation as competitive and flexible to the changing needs of the utility industry. Provide input to management on annual budget and monitor expenditures to comply with the approved budget.
Required Qualifications
Education: Bachelor's Degree in Electrical Engineering, Electronics, Mechanical or Computer Engineering.
Experience: (E-I) None. (E-II) Eighteen months of experience in a utility environment or one year experience utilizing skills involving communications protocol between Intelligent Equipment Devices with at least one year experience as a Co-operative student in a utility environment. (E-III) Three (3) years of experience in a utility environment or one (1) year of experience utilizing skills associated with communications protocol between Intelligent Equipment Devices with at least two (2) years as a cooperative student in a utility environment. (E-IV) Six (6) years of experience (Four years with a P.E. license) in a utility environment with experience utilizing skills associated with communications protocol between Intelligent Equipment Devices. Working knowledge of the associated computer and telecommunications systems.
Licenses, Certifications and/or Registrations: Georgia Driver's License.
Specialized Skills (e.g., typing, computers, software, tools and equipment uses, etc.): Working knowledge of volt-ohm meters, transmission test sets, vendor and standards technical references, and laptop PCs including fluent knowledge of Windows 10, Word, and Excel. This knowledge must be at a level to support field technicians over the phone.
Must be able to pass a NERC CIP personnel risk assessment screening.
