Job summary

FM Talent is seeking an On-Site Supervisor to provide full-time, on-site supervision and day-to-day management of contractor personnel at an SBA site. This collateral duty is performed by an individual who also holds another labor category position.

A Bachelor's degree or 10+ years of relevant contract management experience across multiple locations is required, along with demonstrated success in contractor personnel transition planning and execution.

Responsibilities

• Supervise contractor personnel at the assigned SBA office.
• Ensure compliance with SBA Suitability Office employment requirements.
• Review all paperwork and certify 100% completion and accuracy of each employee's Security Package.
• Certify contractor employee timecards and all attendance records.
• Deliver attendance, hours-worked, and payroll information to contractor headquarters on time for invoice processing.
• Track leave requests and approvals.
• Work with contractor management to resolve time/wage/benefit disputes involving on-site contractor employees.
• Resolve contractor employee disciplinary actions, up to and including termination, when required.
• Report disciplinary actions to the contractor's Project Manager and SBA COR.

Our client is seeking an On-Site Supervisor.

Position Summary

The On-Site Supervisor provides full-time, on-site supervision and day-to-day management of Contractor personnel at an assigned SBA site. This is a collateral duty performed by an individual who also holds one of the other labor category positions defined in the PWS/SOW — it is not a standalone billet.

A dedicated On-Site Supervisor is required at any SBA site where the Contractor has placed three or more Contractor employees. At sites with fewer than three Contractor employees, the Project Manager assumes the On-Site Supervisor responsibilities instead of a separately designated individual.

Reporting Relationships

• Primary point of contact: Contractor's Project Manager and the SBA Contracting Officer's Representative (COR) for the assigned site
• Escalation path: Disciplinary actions and Contractor/SBA issues are reported to the Contractor's Project Manager and the SBA's CO/COR

Key Responsibilities

• Supervise Contractor personnel at the assigned SBA office
• Bring Contractor employees into compliance with SBA Suitability Office employment requirements
• Review all paperwork and certify 100% completion and accuracy of each employee's Security Package
• Certify Contractor employee timecards and all other attendance records
• Deliver attendance, hours-worked, and payroll information to Contractor headquarters on time for invoice processing
• Track leave requests and approvals
• Work with Contractor management to resolve time/wage/benefit disputes involving on-site Contractor employees

• Maintain all other Contractor employee records required for training and site-specific SBA requirements
• Coordinate with the Contractor's Project Manager and the SBA's COR to resolve Contractor/SBA issues arising at the assigned location

Minimum Qualifications

• Bachelor's degree or a minimum of 10 years of relevant experience managing contracts of similar scope and complexity across multiple locations
• Demonstrated experience with successful Contractor personnel transition planning and execution

Preferred Qualifications

• Knowledge of SBA loan programs
• Knowledge of risk management policies, procedures, and systems
