Job summary

West 4th Strategy in San Diego, CA seeks an experienced Program Manager to oversee the DCMA Blue List Program. You will serve as the primary operational liaison, manage a resource-loaded IMS, and coordinate with Government and contractor personnel to ensure timely milestones and software releases.

This full-time on-site role requires DoD/federal experience, PMP/PMI scheduling certification, and strong leadership and communication skills.

Qualifications

• Bachelor's degree in business, management, systems engineering, or related field.
• Minimum 10 years in project management with at least 4 years DoD/federal experience.
• Demonstrated ability to establish and maintain a resource-loaded IMS using MS Project or Primavera P6.
• Strong interpersonal, communication, and organizational skills with discretion.
• Master's degree and PMP/PMI Scheduling certification required.

Responsibilities

• Serves as single point of contact for contract performance and resource commitment.
• Oversees contractor operations and liaison between Government and contractor personnel.
• Provides admin and technical oversight to ensure staff comply with requirements.
• Maintains labor hour records and submits monthly labor reports for verification.
• Manages a resource-loaded Integrated Master Schedule with milestones and releases.
• Applies Critical Path Method to identify risks and propose corrective actions.
• Monitors contractor performance against contract requirements and standards.
• Coordinates meetings with Government PMs and CORs; supports deliverables.
