Job summary

The Oklahoma Tax Commission is seeking a OneLink Developer Supervisor to lead a team of application developers focused on the OneLink Tax System, including e-services, registration, and return processing.

You will plan projects, allocate resources, review work, provide training, and ensure timely delivery while maintaining security and compliance in a collaborative, on-site environment.

Qualifications

  • Bachelor's degree in Computer Science, MIS, CIS or related discipline; plus six years of experience with operational web-based applications and two years supervising teams.
  • Experience supervising teams is required.
  • Preferred: experience in .NET, C#, and SQL programming.

Responsibilities

  • Supervise and direct staff responsible for one or more of the e-services, registration, and return areas of the OneLink Tax system.
  • Monitor application configuration and development activity of the developers assigned to those areas.
  • Allocates resources, manages schedules, time, and leave of an assigned team.
  • Plan major projects or assignments and efficiently allocate resources for completion.
  • Monitor scheduled jobs and configure and maintain the OneLink Tax system.
  • Analyze business needs; confer with users to evaluate requirements and plan approaches.
  • Review and supervise the work of others.

Job Summary

The OneLink Developer Supervisor is responsible for the supervision of OneLink Application Developers on a regular and consistent basis. This role involves planning and developing the Onelink Tax System, with a primary focus on e-services, registration, and return processing. Key responsibilities include reviewing and analyzing user functions and activities, evaluating available resources and current tax systems, and developing appropriate tax programs or tax systems. The Supervisor will also assign and review work, provide training, evaluate performance, provide professional development, and manage schedules, time, and leave of an assigned team.

Duties and Responsibilities
  • Responsible for supervision and direction of staff who are responsible for one or more of the e-services, registration, and return areas of the OneLink Tax system.
  • Monitors application configuration and development activity of the developers assigned to those areas.
  • Assigns, reviews work, provides training, evaluates performance, provides professional development, and manages schedules, time, and leave of an assigned team.
  • Prepares and plans for major projects or assignments and efficiently allocates resources for their completion.
  • Monitors scheduled jobs and configures and maintains the OneLink Tax system.
  • Reviews and analyzes organization business needs; confers with users to evaluate requirements, discuss solutions, and develop plan of approach.
  • Analyzes and designs program logic, screen layouts, reports, station criteria and testing criteria to support development of new or enhanced tax systems; evaluates prototypes, design techniques, tools, and instructional methods.
  • Establishes best practices, methodology, and discipline, for group activities, policies, and procedures.
  • Coordinates with other Innovation Division functional areas, OTC Divisions, and external state agencies when processingor developing processes on the OneLink Tax system. Gathers and categorizes statistical data as required for process analysis and improvements.
  • Performs other duties as assigned.

Minimum Qualifications

Education and Experience requirements at this level consist of:

  • A bachelor’s degree in Computer Science, MIS, CIS or related discipline (Other disciplines may be considered if IT Professional Certifications are earned).
  • Plus, six (6) years of experience with operational web-based applications, encompassing all stages from conception to deployment, including Two (2) years of professional experience supervising teams is required.
  • Or an equivalent combination of education and experience.
Preferred Qualifications
  • Experience in .Net, C#, and/or SQL programming.
Physical Demands

Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 15 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.

Special Requirements

Travel is not required for this position.

Oklahoma Tax Commission’s normal work hours are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency.

The primary work location will be on-site at the Oklahoma Tax Commission. Occasionally, telework may be requested based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to work on-site with occasional telework at an off-site location, generally in the applicant’s home. To work remotely, an applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.

This position has access to Federal Tax Information (FTI) and is required to uphold the strictest standards of confidentiality as an essential part of its job responsibilities. This includes safeguarding all tax information obtained from records, files, tax returns, and departmental investigations, whether in paper, electronic, or verbal form.
