$60,000 - $72,000

This is a hybrid position that is required to report to the Oklahoma City office 50% of the time.

Job Summary

The OneLink Application Developer is responsible for configuring and implementing a commercial off‑the‑shelf (COTS) web‑based software solution that supports the Oklahoma Tax Commission’s integrated tax accounting, revenue processing, and tax administration systems. This role emphasizes delivering exceptional customer service in a high‑demand, service‑focused environment. The Developer will work closely with users, management, and stakeholders. Responsibilities may include planning and developing automated tax application systems, maintaining tax systems, managing computer operations related to tax processing, and supporting other IT functions critical to the agency’s business objectives. Key duties involve analyzing user requirements and activities and developing or enhancing tax‑related programs and systems to meet operational goals.

Duties And Responsibilities
  • Review and analyze organization business needs; confers with users to evaluate requirements, discuss solutions and develop plan of approach.
  • Analyze and design program logic, screen layouts, reports, station criteria and testing criteria to support development of new or enhanced tax systems; evaluate prototypes, design techniques, tools and instructional methods.
  • Perform all aspects of tax systems design including writing required programs, testing and evaluation of new processes and implementation of new tax applications; writes, tests, debugs and documents software.
  • Prepare development request documentation to support new or enhanced tax systems and tax applications; translates into detailed functional requirements, technical designs and specifications.
  • Conduct or coordinate user acceptance, performance stress, regression and integration testing; makes changes and corrections as needed.
  • Perform ongoing maintenance and review of tax applications systems and programs; identifies problems and develops appropriate solutions.
  • Participate in planning, design, development, integration and implementation of tax software and technology.
  • Configures, develops, and implements solutions within the context of the GenTax Integrated Tax System.
  • Collaborate with other developers in configuring, developing, debugging, and tuning application solutions.
  • Coordinates with other IT functional areas and business units as necessary to understand functional requirements and business needs.
  • Interact with the on‑site consultants to complete project task assignments from documented business requirements and developer testing to implementation.
  • Utilize strong team skills with customer‑support approach to handling complex business solutions.
  • Perform other duties as assigned.

Minimum Qualifications

Education and Experience requirements at this level consist of:

  • A Bachelor’s degree in Computer Science, Management Information Systems, Computer Information Systems, or related discipline (Other disciplines may be considered if IT Professional Certifications are earned).
  • AND Two years of experience with operational web‑based applications from conception to deployment.
  • OR a combination of related work experience and post‑secondary education.
Preferred Qualifications

Preference may be given to candidates with experience in .Net, C#, and/or SQL programming.

PHYSICAL DEMANDS

Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand‑eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 15 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.

Special Requirements

Travel is not required for this position.

Oklahoma Tax Commission’s normal work hours are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency.

The primary work location will be on‑site at the Oklahoma Tax Commission. Occasionally, telework may be requested based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to work on‑site with occasional telework at an off‑site location, generally in the applicant’s home. To work remotely, an applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.

This position has access to Federal Tax Information (FTI) and is required to uphold the strictest standards of confidentiality as an essential part of its job responsibilities. This includes safeguarding all tax information obtained from records, files, tax returns and departmental investigations, whether in paper, electronic, or verbal form.
