Job summary

LAUKOA is seeking an On-Site Supervisor to lead utilities distribution operations and maintenance at the Capitol Power Plant in Washington, DC. This hands-on role oversees technicians, subcontractors, maintenance planning, and life-safety systems.

The position is full-time and on-site, Monday–Friday 6:00 a.m. to 2:30 p.m., with 24/7 emergency availability and a requirement for at least a one-year assignment. Security clearance, OSHA training, and a Class 3 Steam Engineer license are expected.

Qualifications

• Formal vocational or technical training in maintenance, mechanical, or electrical work.
• 5+ years supervising an operations and maintenance program involving steam and chilled water distribution, HVAC, electrical, and general maintenance in a single facility of comparable size and complexity.
• Valid Stationary Engineer license at least equivalent to a Class 3 Steam Engineer (DC) or First Grade Engineer (MD).
• Demonstrated competency in HVAC, plumbing, and/or electrical through education, registration, and experience.
• Completion of 30-hour OSHA safety course or 40-hour USACE Construction safety course.
• Required licenses and certifications must be valid and current; substitutions require government approval.
• Tunnel-entry training: asbestos awareness and heat-stress prevention; annual refreshers.

Responsibilities

• Lead daily operations, preventive maintenance, repairs, and life-safety activities for utility distribution systems.
• Plan and schedule work; supervise technicians, subcontractors, and consultants.
• Prepare cost estimates and service quotes; support invoicing and project coordination.
• Oversee CMMS work orders, records, and reporting; maintain documentation.
• Inspect work for quality and coordinate corrective actions as needed.
• Perform diagnostics and repairs on mechanical, electrical, HVAC, plumbing and life-safety systems.
