Job summary

Decima International is seeking a Senior Construction Procurement Manager to support hyperscale data center projects as the owner’s representative on-site in South Padre Island, TX or Amarillo, TX. You will lead procurement planning, oversee GC/CM activities, and drive risk management.

The role requires 10+ years in construction procurement, strong negotiation and coordination skills, and experience with OFCI/OFOI, long-lead items, and multiple stakeholders.

Qualifications

• Bachelor’s degree in a relevant field.
• 10+ years of experience in construction procurement.
• Experience with owner-direct procurement and complex projects.
• Strong understanding of procurement processes including OFCI/OFOI and bid leveling.
• Ability to coordinate with owners, project teams, GC/CM teams, and vendors.

Responsibilities

• Act as owner’s representative for procurement on large-scale construction projects.
• Support procurement planning aligned with project scope, budget, schedule, contracting strategy, and required-on-site dates.
• Provide Owner-side review and oversight of GC/CM procurement activities and risks.
• Support Owner-direct procurement activities, including OFCI/OFOI equipment, services, and other packages.
• Review procurement packages, scopes, drawings, specifications, proposals, and terms to support Owner decisions.
• Track long-lead equipment and critical procurement items to support sequencing and turnover.
• Maintain procurement logs and risk summaries for leadership.
• Analyze vendor availability, lead times, pricing risks, and delivery constraints.
