Job summary

The Housing Authority of the City of Santa Barbara (HACSB) is opening a Property Management position at the 3055 De La Vina site. You will oversee daily operations, tenant relations, and eligibility for Authority programs.

Successful candidates will have property management experience and strong communication skills, with bilingual Spanish a plus. The role requires on-site presence with some evening/weekend supervision and a competitive benefits package.

• Two years’ responsible experience in residential property management, housing assistance programs and/or social services field.
• Knowledge of tenant retention and relations.
• Ability to interpret complex housing program rules and regulations.

Responsibilities

• Oversee day-to-day operations of 3055 De La Vina; manage tenant relations, eligibility, recertification, leases and office tasks.

• Review residents’ eligibility and modify rent or leases as needed.
• Assign rental obligations and monitor rent reports; handle delinquency notices.

About 3055 De La Vina

HACSB’s newest property at 3055 De La Vina is the former Quality Inn currently undergoing renovation and conversion into 31 studio units. The community is expected to open in December 2026. The development will provide safe, stable housing for low-income individuals that are experiencing homelessness or at risk of homelessness. The Property Management Representative will live and work on-site, overseeing daily operations and on-site management of the property as well as managing the property’s caseload including tenant reviews, vacancies and eligibility. In addition, supportive services will be provided by an external service provider.

Property Management Position

Key Responsibilities Include:

• Serves as an on-site property manager and oversees the day-to-day operations of 3055 De La Vina, including tenant relations, eligibility, recertification, lease compliance, and office management; serves as the primary point of contact for tenants, landlords, and service providers.
• Determines initial and continuing eligibility for Authority-owned/managed property programs and Section 8 Housing Choice Voucher Program in compliance with applicable federal, state, and Authority regulations, policies, and procedures; maintains appropriate caseload.
• Performs interim and annual review of residents’ eligibility; reviews changes to income and household composition; recalculates rent and prepares amendment to current lease as required.
• Accurately assigns tenant rental obligation in accordance with property/program income limits and regulations; runs rent reports for assigned properties; monitors and distributes delinquent rent notices.
• Coordinates and conducts interview processes with applicants and residents.
• Enforces compliance with lease agreements, Authority regulations and various program rules.
• Participates in annual property inspections; receives maintenance requests from tenants and initiates works orders for resident and property repairs.
• Maintains and ensures a viable waitlist of eligible applicants for assigned property and program(s).
• Maintains positive tenant relations by providing prompt, courteous and accurate response to tenant issues.
• Composes and processes a variety of documents and general correspondence.
• Initiates and conducts conferences and/or informal reviews and hearings for those residents in violation of lease and/or program regulations.
• Maintains accurate and detailed records and files; updates information, researches discrepancies, and performs data entry; maintains documentation for property and case management activities.
• Serves as a liaison with a variety of public and private organizations, community groups, and social service agencies to ensure resident needs are met and to promote self-sufficiency and stability.
• Provides courteous and professional communication and information to staff, program participants, visitors, and the general public; utilizes effective de-escalation techniques as necessary.
• Provides evening and weekend supervision on a demand basis at the property; assists residents with lockout situations; responds to emergency situations and takes appropriate action.

Requirements

Successful applicants will possess the following qualifications:

• Two years’ responsible experience in residential property management, housing assistance programs and/or social services field;
• Management skills including principles of tenant retention and relations;
• Knowledge of practices used in housing assistance and/or social services programs; experience working in mental health/social services desired;
• Ability to learn, interpret, explain and apply complex housing program rules and regulations;
• Team-player that embraces responsibility and accountability;
• Ability to work independently, set priorities and meet deadlines and exercise sound judgement;
• Excellent verbal and written communication, mediation, collaboration and customer service skills;
• Ability to speak Spanish is a plus; and
• Proof of legal right to drive in CA and DMV driving record in good standing that meets HACSB’s insurability requirements is required.

Compensation and Benefits

Total compensation package includes competitive 5 step salary range $27.02-$32.84 per hour and bilingual premium pay (if applicable) plus use of free one-bedroom apartment including utilities.
