On-Site Project Manager Job Description (Rockaway, NY Location)

Position Overview

This is a full-time, project-dedicated on-site position, Monday through Friday, supporting a 36-month capital improvement program across seven occupied residential buildings in Rockaway, NY. The On-Site Project Manager will maintain campus-wide field visibility, document observable progress, coordinate apartment access and occupied-building logistics, support resident communications, and promptly elevate field and coordination concerns to the PMG Director and responsible parties.

Reporting and Role Boundaries

The On-Site Project Manager reports to the assigned PMG project lead and serves as AKAM-PMG's day-to-day field coordination contact. The retained Architect/Engineer remains responsible for design and code compliance, technical interpretations, RFIs, submittals, shop drawings, testing and inspection requirements, identification of defective work, punch lists, and certification of completion. This role observes, documents, coordinates, communicates, and escalates; it does not perform professional design or inspection, determine technical compliance, direct contractor means and methods or safety, certify payment, approve changes, accept work, stop work, or bind the Owner.

Key Responsibilities

Daily Site Coverage and Reporting

• Maintain full-time campus coverage and remain current on active work areas, access restrictions, shutdowns, inspections, deliveries, parking impacts, and near-term milestones across the seven buildings.
• Prepare detailed daily reports, date-stamped photographs, and action records covering trades and manpower, work locations, observable progress, disruptions, resident impacts, and significant discussions.
• Use schedules and look-ahead plans prepared by the responsible parties to coordinate notices, access, shutdowns, deliveries, and logistics; report apparent delays or conflicts without assuming schedule preparation or control.

Campus Coordination and Resident Communication

• Serve as PMG's field contact among property management, building staff, residents, the Architect/Engineer, contractor, consultants, vendors, and inspectors; attend meetings and site walks and follow up with responsible parties.
• Move among the seven buildings as priorities require and maintain a consolidated view of work areas, apartment access, resident notices, shutdowns, parking restrictions, deliveries, inspections, and cross-building conflicts.
• Coordinate approved apartment access, staging, outages, temporary conditions, resident protection, and Owner-approved relocation logistics; prepare consistent resident communications and translated notices when required.
• Track notices, appointments, attempted and completed access, refusals, missed work, complaints, damage, incidents, and restoration; promptly escalates emergencies, loss of essential service, and resident-protection concerns.

Condition Observation and Project Administration

• Record readily observable conditions, incomplete or damaged areas, protection concerns, and resident impacts and transmit factual documentation without determining defect, compliance, or technical acceptability.
• Refer RFIs, submittals, shop drawings, design revisions, code issues, and work-quality questions to the Architect/Engineer; facilitate access and logistics for inspections, testing, probes, monitoring, and consultant visits.
• Document apparent extra work, unforeseen conditions, time-and-material activities, field tickets, and work outside approved scope, without validating entitlement, price, time, authorization, payment, or contractual responsibility.
• Monitor the administrative status of technical, corrective, change, and punch-list items using records maintained by the responsible parties; PMG does not own the technical logs, schedule, budget, cash flow, contingency, or change-order log.

Closeout and Turnover Support

• Facilitate access and resident logistics for Architect/Engineer-led punch-list walks, final inspections, testing, training, and turnover; document assigned follow-up and assist with routing warranties, manuals, and closeout records. The Architect/Engineer determines technical completion and certifies the work.

Qualifications

• Bachelor's degree in construction management, architecture, engineering, or a related field is preferred; substantial relevant experience may be considered in lieu of the degree.
• Three to five years of relevant on-site project management, construction administration, field coordination, or building-restoration experience.
• Experience with capital improvement work in occupied New York City residential buildings and working knowledge of applicable agencies, permits, inspections, Local Laws, and construction-safety requirements.
• Ability to read drawings, specifications, schedules, and consultant reports sufficiently to support logistics, factual reporting, and escalation without performing technical review.
• Strong judgment, observation, organization, communication, and problem-solving skills, including preparation of daily reports, photographic records, meeting notes, action logs, and professional correspondence.
• Proficiency in Microsoft Office, Project, Monday.com, and similar platforms; experience with multi-building occupied capital programs, large-scale access, translated communications, shutdowns, parking restrictions, and cross-building sequencing is preferred.

Work Requirements

• Work full-time on site, Monday through Friday, 40 hours per week within the established 8:00 a.m. to 5:00 p.m. site day. The assignment is expected to begin upon contract award while project documents remain under HDC review.
• Be available for scheduled early-morning, evening, weekend, shutdown, emergency, Board, resident, or agency obligations; regular hours may be adjusted with the PMG project lead to maintain the agreed weekly allocation.
• Travel among the seven buildings and access permitted construction areas, stairs, roofs, and exterior work areas; use required personal protective equipment, with reasonable accommodation and required training.
