PCI Federal (PCIF) seeks a Payroll Specialist for its Oak Ridge, TN corporate office. This on-site role manages full payroll, timekeeping, and labor reporting to ensure accurate, timely pay and regulatory compliance.

Responsibilities include overseeing the payroll cycle, audits, and confidentiality, with a strong emphasis on labor cost control and policy adherence. A high school diploma and 3–5 years of payroll experience are required.

Qualifications

• Previous experience in payroll, labor management, accounting, or a related field.
• Strong understanding of payroll and timekeeping processes.
• Experience with Costpoint, Project Workforce, PLC/GLC, Labor locations, Leave Accruals, Employee handbook alignment, Tax setup, Third party Payroll implementation, Audit and Compliance, State tax filings, UNION, CBA, SCA – wage determination compliance.
• Strong attention to detail and accuracy.
• Excellent organizational and time-management skills.
• Ability to oversee confidential information with discretion.
• Strong written and verbal communication skills.
• Ability to analyze labor and payroll data and identify discrepancies or trends.
• Strong problem-solving and decision-making abilities.
• Ability to work independently while also collaborating effectively with management and employees.
• Due to the nature of government contract requirements, U.S. citizenship is required.

Responsibilities

• Oversee the complete payroll process from timekeeping through final payroll submission.
• Review and verify employee hours, overtime, PTO, holiday pay, bonuses, deductions, and other payroll adjustments.
• Ensure payroll is processed accurately and according to established deadlines.
• Investigate and resolve payroll discrepancies promptly.
• Maintain accurate payroll records and documentation.
• Coordinate with management and employees regarding payroll questions or concerns.
• Maintain confidentiality of employee compensation and personal information.
• Assist with payroll-related audits, reporting, and recordkeeping.
• Review and approve timecard corrections in accordance with company policies.
• Ensure employees and managers follow established timekeeping procedures.
• Monitor labor hours and staffing levels to help ensure efficient operations.
• Collaborate with managers to maintain appropriate staffing levels based on business needs.
• Prepare regular labor reports for management.
• Serve as a point of contact for payroll, timekeeping, attendance, and labor-related questions.
• Communicate company policies and procedures regarding payroll, attendance, scheduling, and timekeeping.
• Maintain professional and confidential communication when handling employee issues.
• Help ensure payroll and labor practices comply with applicable federal, state, and local requirements.
• Stay informed about changes that may affect payroll, overtime, minimum wage, paid leave, and other employment requirements.
• Assist with internal and external audits as needed.
• Ensure required payroll and employee documentation is maintained appropriately.
