Job summary

SAIL in St. Paul, MN is seeking an Occupancy Specialist to own HUD occupancy compliance for a 287-unit community. You will handle initial and annual certifications, TRACS/EIV processes, and move-ins with a focus on accuracy and timeliness.

You will work on-site full-time with a central compliance team support and opportunities to gain tax credit recapitalization experience. A detail-oriented, resident-focused professional will thrive in this role.

Qualifications

• Two or more years of affordable housing experience, including recertifications and income verifications.
• Working knowledge of project-based Section 8 requirements and HUD Handbook 4350.3.
• Demonstrated accuracy with income and asset calculations.
• Ability to work on-site full-time.
• Patient, clear communication with residents.

Responsibilities

• Complete initial certifications, annual recertifications, and interim recertifications in accordance with HUD Handbook 4350.3.
• Calculate income and assets accurately, obtain third-party verifications, and prepare HUD-50059 and supporting documentation for signature.
• Maintain waitlists and coordinate move-ins to minimize vacancy loss and ensure occupancy timelines.
• Conduct certification interviews with residents, explain requirements, and follow up on outstanding documentation.
• Keep resident files organized and audit-ready for Management and Occupancy Review (MOR) prep.
• Support recertification work related to tax credit recapitalization and interact with centralized compliance for second reads.
