Three Wire Systems is selecting an On-Site Counselor to join a DoD Employee Assistance Program, delivering short-term counseling to DoD civilian employees and families at designated sites. The role includes confidential assessments, face-to-face or telehealth sessions, and coordination of community resources within DoD core hours.

The position requires a Master’s or Doctoral degree in clinical mental health, and current state license or national certification.

Qualifications

• Ability to complete accurate bio-psycho-social assessments, including substance abuse assessments.
• Specialized experience and training in phone counseling for phone sessions.

Responsibilities

• Provide short-term, solution-focused services to employees and families at an assigned location, including assessment, problem solving, referrals, and crisis information.
• Conduct face-to-face or telehealth sessions; maintain confidentiality per laws; disclose information only with written employee consent.
• Provide management consultation, employee and supervisor orientations, and presentations at the site.
• Serve as liaison and subject matter expert on agency disaster mental health and crisis response teams.
• Attend agency meetings (CAT/CAB) and collaborate with installation helping agencies.
• Provide critical incident response and notify appropriate official within 24 hours of incident.
• Post schedules and instructions for accessing services during absences.
• Work under supervision of a Clinical Supervisor.

Three Wire Systems is building a team for an anticipated Employee Assistance Program supporting Department of Defense civilian employees worldwide.

This program will help DoD strengthen its workforce by providing:

• Consultation, counseling, and referrals for employees and family members
• Concierge services such as appointment scheduling and personalized searches
• Critical incident support and crisis response
• Training, educational seminars, and promotional materials
• Supervisor and management support for handling complex workplace issues

ESSENTIAL JOB FUNCTIONS:

• Provide employees and their family members with short-term, solution-focused services at an assigned location, including assessment, short-term problem solving, referral to community resources, and emergency information and referrals.
• Conduct face-to-face or telehealth sessions at designated times throughout the business day. Keeping counseling confidential in accordance with federal and state laws and regulations and disclosing information to management only with the employee's written permission specifying what information can be disclosed and to whom.
• Provide management consultation, employee and supervisor orientations, and presentations and seminars at the assigned site.
• Participate, when asked and as scheduling allows, as a liaison and subject matter expert on agency disaster mental health and crisis response teams.
• Participate in agency meetings when appropriate, including installation Community Action Team (CAT) and Community Action Board (CAB) meetings, and collaborate with installation helping agencies.
• Provide critical incident response and notify the Contracting Officer's Representative or other designated official within twenty-four (24) hours of any critical incident.
• Post schedules and instructions for accessing services during absences.
• Work under the supervision of a qualified Clinical Supervisor.

Position supports one of the following designated locations, in Government-furnished office space that may be on-site or off-site, Monday through Friday during DoD core hours of 8:00 AM to 4:30 PM: Mark Center and the Pentagon (WHS); Alexandria, VA, Arlington, VA, Richmond, VA, Ft. Belvoir, VA, New Cumberland, PA, Philadelphia, PA, Battle Creek, MI, and Tracy, CA (DLA); Austin, TX (Army Futures Command). May be requested to work at Government alternate locations during emergencies and emergency exercises.

Minimum/General Experience:

• Minimum five (5) years of clinical experience after receiving the graduate degree that qualifies the counselor for the position.
• Demonstrated capability to complete accurate bio-psycho-social assessments, including substance abuse assessments.
• Counselors performing phone counseling must have specialized experience and training in phone counseling.
• Master's and/or doctoral degree from an accredited college or university, recognized by the corresponding professional association(s), in a clinical mental health field.
• Current state license or state certification to practice as a mental health practitioner (e.g., social worker, clinical psychologist, marriage and family counselor, or professional counselor) in the state where practice takes place. Where state licensure or certification is not available, certification from a recognized national certification organization or board.
• Must be able to practice at the independent level without state-mandated clinical supervision.

Additional Eligibility Requirements: Key personnel position. Must be 100% dedicated to this contract, and a signed commitment letter is required. Replacement after contract award requires written approval from the Contracting Officer. Must have, or be covered by, professional liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate. Must be able to obtain a Common Access Card, which requires a National Crime Information Center (NCIC) check, a favorable National Agency Check with Inquiries (NACI), and a favorable FBI fingerprint check. Must have, at a minimum, a public trust investigation. Must sign a Non-Disclosure Agreement. No facility clearance is required. May not accept as private clients any person, or family member of a person, who contacts the counselor through the Employee Assistance Program office.
