Three Wire Systems is seeking an On-Site Counselor Supervisor to lead the daily clinical policies and supervise staff and affiliate counselors for a Department of Defense Employee Assistance Program. The role supports DoD personnel worldwide and requires 24/7 availability and coordination with Government partners.

The candidate must have a Master’s or Doctoral degree in a clinical mental health field, 5+ years of post-degree clinical experience, and an active state license or equivalent

• Experience in a complex labor-management environment and understanding of labor relations.
• Direct clinical supervisory experience or substantial supervised EAP experience.

Three Wire Systems is building a team for an anticipated Employee Assistance Program supporting Department of Defense civilian employees worldwide.

This program will help DoD strengthen its workforce by providing:

• Consultation, counseling, and referrals for employees and family members
• Concierge services such as appointment scheduling and personalized searches
• Critical incident support and crisis response
• Training, educational seminars, and promotional materials
• Supervisor and management support for handling complex workplace issues

ESSENTIAL JOB FUNCTIONS:

• Oversee the day-to-day clinical policies, procedures, and practice of staff and affiliate counselors.
• Coordinate communication between staff and affiliate counselors and the Government.
• Serve as the qualified Clinical Supervisor to whom On-site Counselors are assigned.
• Provide clinical supervision and consultation, as part of coverage that must be available twenty-four (24) hours a day, to ensure knowledge of applicable state laws is integrated into the delivery of services.
• Review and comment on the handling of each critical incident, consulting with the contractor's legal counsel when appropriate, and recommending corrective actions, with comments and suggested follow-up provided to the Contracting Officer's Representative within seventy-two (72) hours of the incident.

Position is performed in Government-provided or contractor-provided office space. Travel may be required. May be requested to work at Government alternate locations during emergencies and emergency exercises.

Minimum/General Experience:

• Must meet or exceed all qualifications for an On-site Counselor (staff counselor).
• Minimum five (5) years of clinical experience after receiving the graduate degree that qualifies the counselor for the position.
• Demonstrated capability to complete accurate bio-psycho-social assessments, including substance abuse assessments.
• Counselors performing phone counseling must have specialized experience and training in phone counseling.
• At least two (2) years of direct clinical supervisory experience or at least three (3) years of supervised Employee Assistance Program experience.
• Must have experience working in a complex labor-management environment and understand labor relations, union operations, and grievance procedures.
• Master's and/or doctoral degree from an accredited college or university, recognized by the corresponding professional association(s), in a clinical mental health field.
• Current state license or state certification to practice as a mental health practitioner (e.g., social worker, clinical psychologist, marriage and family counselor, or professional counselor) in the state where practice takes place. Where state licensure or certification is not available, certification from a recognized national certification organization or board.
• Must be able to practice at the independent level without state-mandated clinical supervision.

Additional Eligibility Requirements: Key personnel position. Must be 100% dedicated to this contract, and a signed commitment letter is required. Replacement after award requires written approval from the Contracting Officer. Must have, or be covered by, professional liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate. Must be able to obtain a Common Access Card, which requires a National Crime Information Center (NCIC) check, a favorable National Agency Check with Inquiries (NACI), and a favorable FBI fingerprint check. Must sign a Non-Disclosure Agreement. No facility clearance is required.
