Job summary

ICF is seeking an on-call Disaster Recovery Public Assistance Technical Specialist to assess damaged infrastructure, develop cost estimates, and apply FEMA Public Assistance guidelines. This Reservist role supports disaster recovery across the country, with travel to client sites as needed.

You will review project worksheets, provide technical guidance, and help manage documentation for multi-week assignments. Supervisory oversight is minimal due to on-call nature.

Qualifications

• 3+ years of FEMA Public Assistance program experience.
• 3+ years construction/infrastructure/engineering experience.
• 2+ years using RSMeans, Xactimate, or FEMA CEF.
• Experience with disaster recovery projects at federal/state/local levels.
• Ability to travel by air and vehicle on short notice.
• Valid U.S. driver’s license and ability to pass MVR check.

Responsibilities

• Evaluate damaged facilities and photographs to support disaster recovery project development.
• Develop and review scopes of work, damage inventories, repair recommendations, and cost estimates.
• Apply FEMA Public Assistance policies during project development and review.
• Review FEMA Project Worksheets and supporting documentation for completeness and compliance.
• Provide technical guidance to project teams, applicants, and recovery stakeholders.
• Consult on Hazard Mitigation, Alternate Procedures, Improved Projects, and other FEMA PA requirements.
• Participate in meetings with agencies, applicants, contractors, and project teams to support recovery planning.
• Maintain accurate project records and documentation within program management systems.
• Support recovery initiatives that help restore critical public infrastructure.
