On-Call Mental HealthCare Provider • Youth Mobile Crisis Outreach Team

Hiring Range: $29.58‑$36.97 per hour

On‑site 100% (includes outreach)

Job Summary

The Mental Health Care Provider (MHCP) provides prompt and focused expert response to persons in crisis in a compassionate and efficient manner in keeping with State and SBH‑ASO mandated crisis services. The MHCP delivers immediate crisis resolution with an emphasis on stabilizing the crisis in the least restrictive way, facilitating access to mental health and substance use disorder services, performing risk assessments and crisis interventions. The MHCP works in collaboration with Peer Crisis Support Specialists, Mental Health Professionals, and Designated Crisis Responders.

The Youth Mobile Crisis Outreach Team mission is to provide quality care and to protect public safety while maintaining individual rights through least restrictive interventions and outcomes during crisis support and resolution interventions. The team improves the operations of KMHS in support of its stated mission and provides the highest level of customer service to internal and external customers.

Major Responsibilities/Tasks

• Provide crisis outreach services throughout Kitsap County working within a collaborative and supportive team environment, including:
  • Display effective skills in risk assessment, interview management, crisis management, and decisive decision making that leads to safe and secure crisis interventions.
  • Conduct face‑to‑face assessments of individuals to determine their crisis status and, when appropriate, collaborate with DCRs for warm handoff of clients to DCRs that meet criteria for involuntary detention under the Involuntary Treatment Act (RCW 71.05 or 71.34) or that meet crisis resolution by a least restrictive alternative.
  • Consult with medical, law enforcement, state and local agency representatives, community, and family members.
  • Apply effective de‑escalation techniques, mediating while maintaining calmness during volatile situations to elicit patient cooperation and defuse hostile/volatile behavior. Work with community professionals in coordinated, safety‑focused outreaches.
  • Identify and create least restrictive alternatives to voluntary crisis or treatment centers, and develop safe, supportive, and appropriate safety plans that carry through from the intervention.
• Maintain the respect and dignity of each client, the client’s personal supports, and community professionals, emphasizing special population concerns.
• Represent the agency and the profession in a courteous, helpful, ethical, and thorough manner. Engage in highly skilled collaboration with individuals, community, intra‑ and interagency contacts.
• Assess and ensure safety of clients, the community, and one’s self during the assessment process, including coordination with medical, law enforcement, state and local agency representatives, community, and family members.
• Maintain expert‑level working knowledge of WA State ITA RCW 71.05 and 71.34 as they pertain to children and youth.
• Maintain in‑depth knowledge of and demonstrate high competency in diagnosing and treating mental illness, substance use/abuse disorders, behavioral disorders, crisis theory, risk assessment techniques, mental status exams, and situational crises.
• Establish quick and productive rapport with clients, their families, and other collaterals, maintaining clinically appropriate professional boundaries.
• Provide education and support to family members on crisis response systems and access to care.
• Maintain thorough knowledge of the services offered at KMHS and the local community to facilitate appropriate and relevant referrals.
• Complete all required documentation in accordance with established timelines and agency guidelines.
• Participate as a contributing member of the Y/MCOT teams by attending monthly clinical and administrative meetings and following the unit and agency’s policies and procedures.
• Demonstrate openness to processing one’s work in a manner conducive to teamwork, professional and personal growth through the utilization of both clinical supervision and peer support.
• Disclose limited client information as necessary to the position as trained by the Records Department Supervisor, adhering to HIPAA privacy and security standards and logging disclosures in detail. Complete all required training and annual refreshers.

Minimum Qualifications

Education: Bachelor’s degree in psychology, social services, or a mental health field

Experience: Experienced (minimum 4 years of job‑related experience)

This position requires driving clients in a personal vehicle on behalf of the agency. Incumbent must meet all agency driving requirements, including being at least 21 years old, having been licensed for a minimum of three years, successfully completing a motor vehicle history check, possessing and maintaining a current, valid driver’s license in the state of Washington, and having reliable, insured transportation.

Licensure: Agency‑Affiliated Counselor Registration

Preferred Qualifications

Experience: Five (5) or more years of job‑related experience under the supervision of a Mental Health Professional

Experience with youth in crisis intervention, crisis triage centers, acute inpatient units or substance abuse treatment centers or community outreach.

Capacity to work well with children and families.

Licensure: Certified Agency‑Affiliated Counselor

1. Maintain a working knowledge of current trends in community mental health, including health care reform and automation of job tasks using computer technology.

While performing the job duties, the employee is required to walk, sit, use hands and fingers, reach with arms, talk, or listen. Peripheral vision is also required. The position requires the ability to react quickly and perceive environmental stimuli accurately, including the ability to physically flee a situation and/or defend oneself against assault.
