Job summary

KODIAK Construction Recruiting & Staffing seeks an experienced Oil & Gas Electrical & Instrumentation Program Leader for multiple data center sites in Houston or Odessa, TX. You will direct concurrent E&I projects, establish execution strategies, and coordinate across engineering, procurement, and construction teams.

You will review project health, drive corrective actions, and lead turnaround planning, ensuring safety, quality and commercial targets across a dispersed portfolio.

Oil & Gas Electrical & Instrumentation - Ove multiple Data Center sites

Key Responsibilities

Program & Operational Leadership

• Direct multiple concurrent E&I projects and ensure consistent application, project controls, and reporting requirements.
• Establish execution strategies for greenfield, brownfield, expansion, maintenance, turnaround, shutdown, and tie-in work based on operating risk and project constraints.
• Coordinate priorities across engineering, procurement, fabrication, construction, startup, commissioning, and client operations.
• Review project health weekly; identify emerging safety, design, labor, material, productivity, schedule, or commercial risks and drive corrective actions to closure.
• Lead recovery planning for distressed projects and personally drive high-impact decisions through resolution.

E&I Construction & Technical Oversight

• Provide leadership oversight for power distribution, substations, switchgear, MCCs, motors, grounding, heat trace, lighting, instrumentation, analyzers, controls, PLC/DCS interfaces, and communications systems.
• Ensure constructability, work packaging, installation sequencing, testing, loop checks, calibration, checkout, energization, commissioning, and turnover are integrated into the project plan.
• Coordinate brownfield tie-ins, shutdown work, simultaneous operations, operating-area access, permit requirements, and system handover with client operations.
• Verify that project teams execute applicable codes, specifications, quality plans, inspection and test requirements, hazardous‑area requirements, and approved procedures.
• Maintain full accountability for portfolio revenue, gross margin, cost-to-complete, cash flow, billing, collections support, forecast accuracy, and contingency use.
• Review estimates, budgets, schedules of values, buyout plans, labor curves, productivity assumptions, subcontract strategy, and commercial risk before project authorization.
• Enforce disciplined change‑order identification, notice, pricing, documentation, negotiation, and collection for scope growth, differing conditions, delays, and acceleration.
• Monitor installed quantities, labor productivity, committed cost, material status, subcontractor performance, forecast variance, and critical‑path progress using reliable project data.
• Protect contractual position through timely notices, accurate records, and executive visibility into material commercial exposure.

Required Qualifications

• 10+ years of direct oil and gas construction experience with progressive responsibility in electrical and instrumentation project or program leadership.
• Demonstrated experience delivering E&I work in one or more of the following: upstream production, midstream pipelines and terminals, gas processing, refining, petrochemical, LNG, or related process facilities.
• Proven accountability for multiple projects or a major program covering safety, schedule, cost, margin, staffing, productivity, quality, commissioning, and customer performance.
• Strong working knowledge of industrial power distribution, instrumentation, controls, classified areas, testing, loop checks, startup, commissioning, and turnover.
• Experience planning and executing brownfield work, tie‑ins, shutdowns, turnarounds, or work within operating facilities.
• Demonstrated command of budgets, forecasting, earned progress, labor productivity, scheduling, risk management, change management, and contract administration.
• Ability to interpret contracts, drawings, specifications, one‑lines, P&IDs, scopes of work, estimates, schedules, cost reports, and performance dashboards.
• Strong executive communication, client management, negotiation, conflict resolution, and decision‑making skills.
• Ability to work from Odessa or Houston, Texas, and travel regularly to project sites and client locations.

Preferred Qualifications

• Bachelor's degree in construction management, engineering, business, or a related discipline; equivalent field leadership experience will be considered.
• Experience with EPC or self‑perform construction organizations and geographically dispersed project portfolios.
• Experience with both greenfield and brownfield execution, including live‑plant coordination and phased system turnover.
• PMP, electrical license, OSHA 30, NFPA 70E training, or other relevant construction, safety, or technical credentials.
• Working knowledge of P6 or comparable scheduling platforms, cost‑control systems, ERP, document control, and field productivity tools.
