General Statement of Duties
An employee in this class performs specialized clerical and administrative duties associated with the Sex Offender Registry and nonferrous metals permitting. This is a part-time with retirement position.
Distinguishing Features of the Class
An employee in this class performs specialized clerical and administrative duties associated with the Sex Offender Registry and nonferrous metals permitting. The employee maintains accurate and current records, assists with ensuring that registered sex offenders comply with applicable North Carolina registration requirements, provides information to the public as permitted by law, and works closely with the Sex Offender Registry Detective and other law enforcement personnel regarding compliance and investigative matters. The position is also responsible for receiving, reviewing, processing and maintaining documentation associated with nonferrous metals permits and related transactions in accordance with applicable North Carolina laws, County policies and Sheriff’s Office procedures. The position requires a high degree of accuracy, confidentiality, professionalism, organization and the ability to communicate effectively with law enforcement, government agencies, registered individuals, businesses, and the general public.
Illustrative Examples of Work
- Maintains and updates the Davidson County Sex Offender Registry, including records for registered sex offenders residing within Davidson County.
- Enters, verifies, updates, and maintains registration information in applicable State and local databases and records systems.
- Assists the Sex Offender Registry Detectives and other law enforcement personnel in monitoring registered sex offenders for compliance with applicable North Carolina registration laws and requirements.
- Reviews and maintains documentation related to sex offender registration, address changes, employment, school information, vehicle information, photographs, identification information and other required registration data.
- Assists with scheduling and processing registration appointments and ensuring required documentation is completed accurately.
- Communicates with registered sex offenders regarding registration requirements, appointments, required documentation, and other administrative matters as directed by law and departmental procedures.
- Assists the Sex Offender Registry Detectives in identifying registration information that may require further review or investigation.
- Maintains accurate documentation regarding individuals who fail to comply with registration requirements and refers potential violations to the appropriate law enforcement personnel.
- Provides administrative assistance to the Sex Offender Registry Detective and assists with documentation that may be used in criminal investigations and prosecutions.
- Provides information concerning registered sex offenders to the public and law enforcement agencies in accordance with North Carolina law and applicable public-records requirements.
- Assists members of the public with questions concerning the Sex Offender Registry and explains general registration requirements and available public information.
- Maintains confidentiality of sensitive law enforcement and personal information and releases information only as authorized by law and departmental policy.
- Coordinates with other law enforcement agencies and governmental agencies as necessary regarding registration information and compliance.
- Ensures registry records are accurate, current, complete, and properly maintained.
- Assists with audits, record reviews, and other quality-control procedures relating to the Sex Offender Registry.
- Receives and processes applications for nonferrous metals permits in accordance with applicable North Carolina laws and Sheriff’s Office procedures.
- Reviews applications and supporting documentation for completeness and accuracy.
- Enters and maintains nonferrous metals permit information in applicable databases and records systems.
- Issues permits and related documentation as authorized.
- Maintains accurate records of permits, applications, transactions, and related documentation.
- Assists members of the public and businesses with questions concerning nonferrous metals permitting requirements and procedures.
- Communicates with law enforcement personnel, businesses, governmental agencies, and members of the public concerning nonferrous metals permits and related records.

Knowledge, Skills and Abilities
- General knowledge of office procedures, practices, and equipment.

- Knowledge of or ability to learn North Carolina laws, regulations, policies, and procedures governing sex offender registration and nonferrous metals permitting.

- Ability to learn and effectively utilize NCIC, DCI, and other law enforcement information systems.

Physical Requirements
- Must be able to physically perform the basic life operational support functions of climbing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, and repetitive motions.
- Work is primarily sedentary, exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.
- Must possess the visual acuity necessary to determine the accuracy, neatness, and thoroughness of work assigned.
- Must possess the visual acuity necessary to prepare and analyze data and figures and operate a computer terminal.
- Worker is subject to inside environmental conditions, with protection from weather conditions but not necessarily from temperature changes.
- Worker may be in contact with potentially infectious bodily fluids during the performance of duties.
Education and Experience
- Graduation from high school with some office or administrative experience; experience in law enforcement, criminal justice, records management, public service, or a related field is preferred.
- An equivalent combination of education and experience may be considered.
- Experience working with confidential records, databases, the public, law enforcement agencies, or regulatory programs is desirable.
Licenses and Certifications
- Valid North Carolina Driver’s License.
- Division of Criminal Information (DCI) certification, or the ability to obtain certification within the time period established by the Sheriff’s Office.
- Additional training or certification related to Sex Offender Registry administration, NCIC/DCI systems, records management, or nonferrous metals permitting may be required or preferred.
- Must possess and maintain current certification in Cardiopulmonary Resuscitation (CPR) or obtain certification within six-month of employment as required by the agency.
