Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as OIG Investigator in the Office of Inspector General. Under direction, this position will perform highly responsible, confidential intake and investigative work concerning cases of allegations and/or incidents of misconduct, misfeasance, malfeasance, or violations of rules, procedures, agreements, or law by an employee, foster parent, service provider, or contractor of DCFS, as well as cases of child death and serious physical injury. This position provides a great opportunity for someone who has a strong commitment to investigating allegations of misconduct and working to provide resolution of such cases. Essential Functions
  • Performs highly responsible, confidential intake and investigative work concerning cases of allegations and/or incidents of misconduct, misfeasance, malfeasance, or violations of rules, procedures, agreements, or law by an employee, foster parent, service provider, or contractor of DCFS, as well as cases of child death and serious physical injury
  • Coordinates the retrieval of and reviews all relevant confidential impounded and subpoenaed records
  • Conducts or oversees OIG investigations of facilities licensed by DCFS
  • Coordinates the implementation of OIG recommendations with Department divisions, including Quality Assurance, Licensing, Internal Audits, and Contract Administration.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to completion of two years of college, with coursework in law, government, liberal arts, history, or business or public administration, plus four years professional experience in law enforcement investigatory work or a related field; OR requires knowledge, skill, and mental development equivalent to completion of four years of college, with major coursework in law, government, liberal arts, history, or business or public administration, plus two years professional experience in law enforcement investigatory work or a related field; OR requires knowledge, skill, and mental development equivalent to completion of a master’s degree, with major coursework in law, government, liberal arts, history, or business or public administration, plus one year professional experience in law enforcement investigatory work or a related field; OR requires completion of the F.B.I. National Academy or comparable law enforcement schooling, plus two years of professional experience in law enforcement investigatory work or a related field.
Preferred Qualifications
  • Prefers a master’s degree in social work, public administration, or a related human services field.
  • Prefers four years of professional experience conducting internal misconduct investigations in a public or private organization.
  • Prefers four years of professional experience conducting in-depth criminal background checks by researching, investigating, reviewing, and analyzing original source materials from various sources.
  • Prefers four years of professional experience coordinating various aspects of misconduct investigations with internal and external entities.
Conditions of Employment

  • Requires ability to travel in the performance of duties. Requires appropriate, valid driver’s license.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
