Qualifications

  • List Appointment: Candidates must be reachable on the Civil Service eligible list for 26-711010.
  • Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 of the Civil Service Law.
  • 55 b/c Appointment: Eligibility under Governor's Program to Hire Individuals and Veterans with Disabilities as described in Civil Service Law.
  • There are no minimum education or experience requirements for this title.
  • NY HELPS: For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment.

Responsibilities

  • Answers phone calls in the Bureau’s Market Section.
  • Takes messages or forwards callers to voice mail as warranted.
  • Processes no-fault provider overcharge complaints from insurers for the No-Fault Unit and complaints against insurers that allege unpaid arbitration awards.
  • Enters required data setting up files and scans documents into NYSCIS.
  • Sends files to no-fault supervisor for assignment to examiners.
  • Collects and sorts mail for the No-Fault and Excess Line units and processes penalty checks.
  • Schedules meetings and reserves conference rooms.
  • Registers visitors into the database for entry into DFS offices in NYC.
  • Handles requisitions for supplies for the Market Section through Statewide Financial System.
  • Assists in verifying Insurance Law books for examiners and distributes to Units.
  • Maintains Emergency Contact List spreadsheet and updates examiner information as necessary.
  • Handles all incoming mail on the 6th floor; inserts meeting information into Project Sunlight database.

Duties

The Department of Financial Services is seeking candidates for the position of Office Assistant 1 in the Property Bureau. Duties include, but are not limited to, the following:

  • Answers phone calls in the Bureau’s Market Section;
  • Takes messages or forward callers to voice mail, as warranted;
  • Processes both no-fault provider overcharge complaints from insurers for the No-Fault Unit and complaints filed against insurers that allege unpaid arbitration awards issued in the forums administered by the Arbitration Forums Inc. and the American Arbitration Association;
  • Enters required data setting up files and scan the documents into computer NYSCIS System;
  • Sends files to no-fault supervisor for assignment to examiners;
  • Collects and sorts mail for the No-Fault and Excess Line units, which includes processing penalty checks collected by these units and scanning correspondence on assigned complaints into NYSCIS;
  • Schedules meetings and reserves conference rooms, upon request;
  • Registers visitors into database for entry into DFS offices in NYC;
  • Handles requisitions for supplies for the Market Section through Statewide Financial System and order calendars yearly;
  • Assists each year in verifying the number of Insurance Law books for examiners and distributes to each Unit;
  • Assists to maintain Emergency Contact List spreadsheet;
  • Collects information from each examiner for updating as necessary;
  • Handles all incoming mail on the 6th floor; and
  • Inserts meeting information into Project Sunlight database.
Minimum Qualifications

List Appointment: Candidates must be reachable on the Civil Service eligible list for 26-711010.

Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 of the Civil Service Law. Information regarding transfer eligibility may be available on the Civil Service Career Mobility Office website.

Please note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.

55 b/c Appointment: Candidates must meet the eligibility requirements of the Governor's Program to Hire Individuals and Veterans with Disabilities as described in Civil Service Law.

Minimum Qualifications: There are no minimum education or experience requirements for this title.

NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply (see minimum qualifications above). At this time, agencies may recruit and hire employees by making permanent non-competitive appointments. At a future date (within one year of appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Please note that a change in negotiating unit may affect your salary, insurance and other benefits.

Salary: $37,862 – $46,843

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,150 annual downstate adjustment.
