Job summary

City of Brownsville seeks an OD&HR Operations Manager to oversee processes, reporting, and staffing initiatives within the OD&HR department. You will drive data-informed improvements, coach staff, and ensure timely, compliant operations across programs.

You will work closely with leadership to align priorities, monitor performance, and maintain audit-ready documentation while fostering a collaborative, service-minded team culture.

Qualifications

• Bachelor's Degree in HR, Business Administration, Public Administration, or related field.
• 4–6 years of HR operations, analytics, or business operations experience.
• Experience in process improvement, compliance tracking, and reporting/dashboard development.

Responsibilities

• Oversee OD&HR processes, including employee lifecycle, leave, and workflow improvements.
• Develop SOPs, workflows, and documentation for consistency and efficiency.
• Create dashboards and reports tracking KPIs like cycle times and compliance.
• Monitor HRIS data integrity and coordinate data quality improvements.
• Lead OD&HR staff, provide guidance, and promote accountability and growth.
• Coordinate pre-employment and drug testing processes and ensure program compliance.
• Support departmental audits and ensure adherence to policies and laws.
