The Human Resources Business Partner (HRBP) serves as a strategic consultant linking organizational business objectives with employees, Directors, and City Management across designated departments. This role supports HR-related decision-making, promotes effective employee relations, and develops integrated solutions that reflect business needs.
Role Overview
The HRBP aligns business objectives with personnel by assessing and anticipating HR needs and acting as an employee advocate and change agent. The position supports Directors through HR consultation, builds partnerships across HR to deliver value-added service, and strengthens organizational effectiveness through data-informed analysis and proactive communication.
Key Responsibilities
- Align business objectives with employees, Directors, and City Management within assigned departments.
- Consult with Directors on human resources-related issues.
- Assess and anticipate HR needs and communicate them proactively to the HR department, business leadership, and City Management.
- Develop integrated solutions in partnership with HR and relevant stakeholders.
- Maintain business literacy regarding the business unit’s financial position, midrange plans, culture, and competition.
- Participate in weekly meetings with assigned business units and departments.
- Consult with line management and provide HR guidance as appropriate.
- Analyze workforce trends and metrics with the HR team to develop solutions, programs, and policies.
- Manage and resolve complex employee relations issues.
- Conduct effective, thorough, and objective investigations.
- Maintain in-depth knowledge of legal requirements for day-to-day employee management to reduce legal risk and ensure regulatory compliance.
- Partner with the legal department as needed or required.
- Work with management and employees to improve work relationships, build morale, and support productivity and retention.
- Complete administrative HR functions, including administration of employee documentation such as Personnel Action Notices, memos, I-9s, New Hire reports with the Attorney General, W-4s, policy acknowledgements, FMLA, and employee creation and updates through the electronic filing system.
- Provide HR policy guidance and interpretation.
- Develop agreement terms for new hires, promotions, and transfers.
- Promote and publish internal promotions.
- Ensure accuracy of information and route Personnel Action Notices (PANs) through appropriate approval levels.
- Maintain and update job descriptions.
- Process requisitions.
- Ensure job titles are updated on the pay matrix along with FLSA status.
- Provide customer service to internal and external individuals.
- Schedule and participate in interviews; support the hiring process.
- Publish vacancies, including internal promotion postings.
- Conduct exit interviews and compile, analyze, and chart results to support continuous improvement.
- Prepare payroll and reconcile bank accounts.
- Perform other duties as assigned.
Qualifications
- Master’s degree plus one year of experience, or bachelor’s degree plus three years of experience, or high school graduation or GED plus seven years of experience.
- Valid Texas Driver’s License.
- Demonstrated judgment, including the ability to plan for long-term outcomes and resolve problems through appropriate procedures.
- Ability to interpret general guidelines, respond to varied situations, determine where to obtain solutions, and consider multiple factors while managing priorities.
- Does not supervise.
- Frequent contact with the public or other organizations; requires courtesy and tact when handling moderately difficult or sensitive issues.
- Office job with little or occasional light physical effort.
- Responsible for office-related equipment and supplies.
- The City of Brownsville requires successful completion of a Drug & Alcohol examination and a Background Check.
