OCRIM Training and Exercise Manager (Administrative Officer 3)

Position Overview

Do you have experience designing and facilitating training and exercise programs for staff? If so, consider joining the Office of Administration (OA), Office of Continuity and Records Information Management (OCRIM) as a Training and Exercise Manager. This role involves organizing training programs to ensure employees understand regulations and policies supporting continuity and enterprise records management. Strong communication and organizational skills are highly valued.

Responsibilities
  • Oversee development of Homeland Security Exercise Evaluation Program (HSEEP)-compliant exercises, including documenting after-action reports and initiating continuous improvement efforts.
  • Collaborate with the Enterprise Records and Information Manager to develop training and maintain records retention schedules.
  • Work with agencies, field offices, and third parties to provide technical assistance and staff education on records management policies.
  • Evaluate operations with Continuity of Operations (COOP) Managers, develop plans, gather data, and prepare exercises.
  • Instruct FEMA continuity courses.
  • Assist with maintaining the Capitol Complex Emergency Evacuation Plan.
  • Serve as an alternate Agency Representative to PEMA and CRCC.
  • Assist with enterprise-wide directives management and Sunshine Act notices.
  • Perform general office management duties.
  • Serve as backup Agency COOP Manager.
Work Schedule & Additional Info
  • Full-time, 9:00 AM - 5:00 PM, Monday-Friday, with a 30-minute lunch.
  • Potential for part-time telework up to 2 days/week, requiring a secure high-speed internet connection and an approved location inside PA.
  • Further communication will be via email; check spam/junk folders.
Qualifications

Minimum Experience & Education:

  • One year as an Administrative Officer 2 or equivalent, or
  • Four years of office management experience including personnel, budgeting, or procurement, plus a four-year college degree, or
  • Equivalent combination of experience and training.

Additional Requirements:

  • Experience with training and exercise functions related to continuity/emergency management.
  • Completion of Homeland Security Exercise Evaluation Program course (E/K/L-146).
  • Ability to perform essential job functions.

Preferred (not required):

  • Completion of FEMA courses: IS-100, IS-200, IS-700, IS-800, and IS-2200.
