Job description

Do you have experience designing and facilitating training and exercise programs for staff? If so, consider joining the Office of Administration (OA), Office of Continuity and Records Information Management (OCRIM) as a Training and Exercise Manager. This role allows you to utilize your background to organize training programs, ensuring employees have a thorough understanding of regulations and policies to support the continuity and enterprise records management programs. As a Training and Exercise Manager, you will be responsible for overseeing development of Homeland Security Exercise Evaluation Program (HSEEP)-compliant exercises including documenting after-action reports and initiating continuous improvement efforts. You will have the opportunity to work closely with the Enterprise Records and Information Manager to develop specific training and maintain the Commonwealth’s General Records Retention and Disposition schedules. Work involves collaborating with agencies, field offices, and third parties to provide technical assistance and educate staff regarding the rules, regulations, and policies pertaining to the creation, maintenance, storage, scheduling, transfer, retention, and disposition of all records. Within this role, you will work with designated Continuity of Operations (COOP) Managers, to evaluate their unique operations and determine how to meet their needs by developing plans, gathering data, and preparing exercises regarding the use, maintenance, and storage of plans and tools. Additional responsibilities include:

  • Instructing FEMA continuity courses
  • Assisting with maintaining the Capitol Complex Emergency Evacuation Plan
  • Serving as an alternate Agency Representative to the Pennsylvania Emergency Management Agency (PEMA) and the Commonwealth Response Coordination Center (CRCC)
  • Assisting with the enterprise-wide Directives Management System program and Sunshine Act Public Meeting Notices online system
  • Assisting with general office management duties
  • Serving as the backup Agency COOP Manager

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 9:00 AM to 5:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework:You may have the opportunity to work from home (telework) part-time, up to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Administrative Officer 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Four years of experience in progressively responsible and varied office management of staff work in public or private organization, including experience in personnel management budgeting or procurement; and such training as may have been gained through graduation from a four-year college or university; or
  • Any equivalent combination of experience and training.

Additional Requirements:

  • You must have experience with training and exercise-related functions, especially with a focus on continuity and/or emergency management.
  • You must have experience with the Homeland Security Exercise Evaluation Program (HSEEP) - completion of E/K/L-146: Homeland Security Exercise Evaluation Program course.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Completion of FEMA IS-100, IS-200, IS-700, IS-800, and IS-2200
