Bladen County is seeking an Information and Assistance Specialist to oversee nutritional and educational services for Congregate and Home Delivered programs, and to provide information and guidance to older adults and their families in community-based social programs.

The role serves as a liaison between seniors, families and public programs, conducting client interviews, assessing needs, coordinating services, maintaining records, supervising staff, and promoting program participation.

Job description

An employee in this position oversees the nutritional and educational services provided through the Congregate and Home Delivered programs, as well as provides comprehensive information, guidance and assistance to older adults and their families in the area of community based social programs. This employee is the key liaison for establishing and maintaining mutual understanding between older adults/families and the community social programs. Work is performed under general supervision and is evaluated on the basis of knowledge and demonstrated proficiencies, compliance with legal requirements and standards, and other performance criteria.

  • Ensures program compliance with applicable laws, regulations, policies, procedures and standards of quality and safety.
  • Conducts interviews with qualifying clients to assess needs and available resources.
  • Develops individual needs criteria based on initial assessment and interview.
  • Provides close coordination between clients’ needs and social programs available.
  • Prepares and records pertinent records relating to client’s receiving requested services.
  • Implements an individual follow-up system to ensure client’s satisfaction.
  • Publicize program to ensure its widest dissemination.
  • Acts as a spokesperson for the older adults/families when coordinating available social programs offered.
  • Conducts in-home visits to gather information to better meet client’s needs.
  • Develop and maintain a current and accurate resource data base for easy access and availability to clients and their families.
  • Information and Assistance Specialist is part of the Division on aging management team and they will be trained in various Senior Center operations and related functions. Additional tasks will be assigned as they relate to the Division on Aging management.
  • Supervises subordinate staff and volunteers; supervisory duties include scheduling, instructing, planning and assigning work, reviewing work, maintaining standards, coordinating activities, selecting new employees, allocating personnel, acting on employee problems, recommending and implementing employee discipline.
  • Reviews the work of subordinates for completeness and accuracy; evaluates performance and makes recommendations; offers training, advice and assistance as needed.
  • Develops and implements programs and activities that provide social, nutritional and educational services, health promotion, recreational activities and volunteer opportunities for senior citizens.
  • Assesses clients for qualification for home-delivered meals.
  • Receives and responds to client/public inquiries, requests for assistance and complaints regarding assigned programs and personnel.
  • Ensures the maintenance of accurate and up-to-date division records.
  • Assists with other Division on Aging programs as requested.
  • Thorough understanding of interviewing techniques, case management and some administrative skills.
  • Thorough knowledge of program goals, objectives and procedures.
  • Ability to build positive relationships with targeted older adults/families.
  • Ability to work effectively with staff members and coordinate with other social program agencies.
  • Should be computer literate.
Minimum Education and Experience

Associate’s degree in a human services field; or one (1) to four (4) years of professional human service field experience.

Special Requirements

Valid state driver’s license.
