JOB DESCRIPTION
POSITION: Nutrient Management Technician
DEPARTMENT: Greene County Conservation District (GCCD)
LOCATION: Ben Franklin Building, 22 West High Street, Suite 204, Waynesburg, PA 15370
SALARY: Management Pay Grade 6: $34,856.58 to $37,466.76/year, Non-Exempt
HOURS: 8:30 am to 4:30 pm, Monday – Friday, 1 Hour Unpaid Lunch, 35 Hours per Week

OVERALL OBJECTIVE OF THE JOB:
Perform specialized environmental duties, implement and review the District's DEP Programs and initiatives related to agriculture. Administer Pennsylvania’s Act 38 through the delegation agreement with the SCC/DEP. Assist with and learn programs including agriculture, district GRACE program, ACAP, manure management, and carry out duties delegated by the District Manager.
ESSENTIAL FUNCTIONS OF THE JOB:
Nutrient Management Duties and requirements
- Obtain and maintain Nutrient Management Act 38 Public Planner Certification.
- Obtain and maintain NRCS approved Conservation Planning Certification and appropriate job approval.
- Participate on local, regional, and state boards and committees to support the farming community and Conservation District.
- Investigate complaints and violations of ACT 38 & Chapter 91 regulations to obtain voluntary compliance and refer operations to the appropriate agencies when necessary.
- Perform duties as a Public Nutrient Management Specialist under State Conservation Commission guidelines.
- Perform duties required by the delegation agreement for Chapter 91 regulations.
- Investigate complaints and violations of Chapter 102 regulations to obtain voluntary compliance and refer operations when necessary.
- Perform as an Agricultural Conservation Technician as per ACT Employee Experience Guidelines.
- Administer the level 2 Commercial Manure Hauler test per the NMA Program Delegation Agreement.
Nutrient Management Specialist (PA Act 38 requirements)
Duties and Responsibilities:
- Encourage participation of agricultural operations, educate on environmental benefits, and develop outreach programs.
- Assist farm operators in implementing the Nutrient Management Act and regulations, ensuring compliance.
- Review and assist with nutrient management plans, amendments, transfers, and waivers.
- Provide technical assistance in developing or reviewing nutrient management plans.
- Visit operations with approved plans to assess and implement BMPs.
- Conduct on-site visits for out-of-compliance operations.
- Investigate complaints and violations, refer to agencies when needed.
- Provide quarterly reports summarizing activities.
- Maintain records of nutrient management plans and related documents.
Agricultural Program Duties
- Assist with Greene County Farmland Preservation Program and facilitate applications, farm visits, and data compilation.
- Offer technical assistance for manure spreaders, no-till drills, and other farm services.
- Collaborate with NRCS on Conservation Planning.
- Participate in local, regional, and state boards and committees to support agriculture and conservation.
ACAP Program
Support the Greene County Agriculture Conservation Assistance Program (ACAP) by providing technical assistance, overseeing projects, and reporting results. Responsibilities include informing applicants about funding and technical programs, reviewing applications, assisting with plan implementation, and reporting on activities.
GRACE Program
Assist in implementing the GRACE program through evaluation visits, soil sampling, technical assistance, and recordkeeping.
Farmland Preservation
Support the Greene County Farmland Preservation Board through recordkeeping, application assistance, inspections, coordination, and public outreach.
OTHER DUTIES OF THE JOB:
- Ensure thorough reviews, inspections, and applicant interactions.
- Expand farm participation and security areas, coordinate with agencies, handle complaints, and maintain records.
- Assist with educational activities, demonstrations, and environmental permits.
- Develop/update procedures and perform other tasks as assigned.

Works independently with supervision from the District Manager.

WORKING CONDITIONS:
- Outdoor field conditions, occasional adverse weather, appropriate safety gear required.
- Indoor work with adequate space, noise, and disruptions.
- Travel occasionally, work evenings or extended hours for meetings.
- Traverse multi-terrain situations.
PHYSICAL AND MENTAL REQUIREMENTS:
- Sitting for long periods, standing, walking, bending, reaching.
- Occasional lifting of up to 10 pounds.
- Good health, emotional stability, ability to handle stress.
- Record, convey, and follow instructions.
- Drive and navigate various terrains.
- Dexterity for coordinated movements.
QUALIFICATIONS:
- EDUCATION/TRAINING: Bachelor’s Degree in agriculture, environmental, or earth sciences; agricultural experience preferred; BA or BS in Environmental Science or related field preferred.
- WORK EXPERIENCE: Prior experience in related field; knowledge of agricultural practices, soil, and water conservation.
