The Office for Children with Special Health Care Needs is seeking a Nurse Manager for Clinical Services in the East Region. The Office for Children with Special Health Care Needs provides comprehensive services for children and youth with special health care needs through newborn hearing screening, early intervention, pediatric specialty clinics, care coordination, case management, therapy services, and family support. The Office for Children with Special Health Care Needs collaborates with community stakeholders across the Commonwealth to ensure comprehensive service delivery.

The Nurse Manager administers the Nursing Services Program for children with special health care needs. Oversees and coordinates a regional team of Nurse Program Administrators and other health professionals to provide direct clinical services and indirect case management and care coordination while maintaining quality assurance of clinical practices for children with special health care needs and children with medical complexity.

Job Duties Include But Are Not Limited To
  • Supervises and evaluates operations and services provided at specified regional offices across the state. Monitors and provides guidance as needed in relation to caseloads, patient acuity, clinic schedule coverage, and collaboration between clinic office locations. Monitors budget and approve expenditure requests. Travels to regional offices to provide training and support for clinic operations.
  • Responsible for quality assurance and program audits of direct clinical care and indirect case management and care coordination. Prepares and monitors reports related to utilization review and outcome data specific to Clinic Programs and OCSHCN initiatives. Conducts and/or coordinates training and professional development specific to the identified quality assurance measures.
  • Conducts and coordinates training and technical assistance for staff. Collaborates with the other nursing leadership to review, write, update, and develop clinical and agency processes in alignment with agency procedures and state regulation and in compliance with the various grant requirements. Responsible for staff development to meet certification requirements.
  • Prepares annual Performance Evaluations of supervisors and conducts quarterly coaching sessions, if needed, to ensure fair and equitable treatment of all employees. Initiates and follows up on any disciplinary actions and performance improvement plans and follows personnel guidelines. Assists supervisors with defining goals and tasks to meet quality improvement initiatives.
  • Interviews and recruits for open positions in accordance with the hiring process, for assigned region. Orients new Nurse Program Administrators and promotes ongoing training for all staff as assigned. Facilitates communication between community partners regarding referrals and student internships.
  • Participates in the Eligibility Committee, monitors compliance with provider contracts; Facilitates Referrals. Conducts outreach activities, participates in agency wide committees, work groups, and special projects.
  • Performs other duties as assigned.

Minimum Requirements
EDUCATION:

Graduate of a college or university with a bachelor's degree in nursing.

EXPERIENCE, TRAINING, OR SKILLS:

Must have five years of experience as a Registered Nurse two years of which must be as a supervisor of nursing in long term care, acute care, or public/community health setting.

Substitute EDUCATION for EXPERIENCE:

A master's degree in nursing will substitute for one year of the non-supervisory experience.

Substitute EXPERIENCE for EDUCATION:

Experience as a Registered Nurse will substitute for the required education on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.):
