Job Description
This position is remote with occasional onsite visits approximately six times per year.
Responsibilities:
- Develop and manage effective programs to identify, assess, develop, and leverage new missions and technologies supporting Transition and Reconfiguration efforts. The goal is to generate new missions, modify existing ones, or explore a broad range of options, including starting new businesses and establishing new programs.
- Oversee the process of uncovering, evaluating, recommending, and implementing product, business, and technology developments, considering facilities, personnel, and other initiatives. Promote these initiatives within the DOE complex, commercial sectors, universities, and internationally. Provide support for the implementation and startup of these programs.
- Guide the need for additional technical support. Manage these new initiatives for up to one or more years, including preliminary legal and financial analyses. Develop and consolidate budgets and documentation to justify funding and oversee program implementation.
- Enhance and manage the Program Development aspects of the Technology Programs Section. Promote and implement new Centers of Excellence, Technical Institutes, cooperative research and development agreements, work-for-others activities, and the spin-off of new businesses. Foster partnerships and consortia to support DOE mission requirements related to defense, environment, and technology transfer.
- Market technical capabilities, diversification efforts, and derivative programs. Analyze activities and identify new opportunities to develop initiatives that improve efficiency and effectiveness.
Required Qualifications: Education & Experience
- Master’s degree in a technical field with 16 years of broad experience in engineering, operations, marketing, strategic and business planning, or an MBA with a technical undergraduate degree and 16 years of relevant experience. Alternatively, a Technical BS with 20 years of experience.
- Extensive knowledge of waste management, including regulatory requirements, characterization, treatment, storage, and disposal.
- Experience in developing and establishing waste programs for all waste types, with a focus on TRU waste.
- Familiarity with waste handling and waste acceptance procedures at the Waste Isolation Pilot Plant (WIPP).
