Job summary

SHINE Technologies seeks a Nuclear Material Control and Accounting (MC&A) Manager to develop and implement an MC&A program for a new facility under construction. Responsible for SNM location, inventory measurement, and reporting to NRC. Requires strong statistics/chemistry background and knowledge of 10 CFR 74.

The role partners with licensing, quality, operations, and chemistry staff to build the program from the ground up and ensure compliant procedures.

Qualifications

  • Bachelor's degree in Engineering or a science-related field.
  • Solid knowledge of statistics and measurement uncertainty related to inventory.
  • Experience with MC&A concepts and regulations (10 CFR 74).
  • Ability to understand and update the SHINE MC&A plan and procedures.
  • Ability to oversee multiple activities in changing priorities.
  • Ability to develop and implement performance tests and self-assessments.
  • Math skills for inventories including arithmetic, algebra, geometry, calculus.
  • Project management and leadership capabilities.
  • Proficiency with Microsoft Office and strong communication.

Responsibilities

  • Update and implement the MC&A program per the MC&A plan.
  • Manage exceptions to standard MC&A practices for SHINE systems.
  • Maintain records for all SNM.
  • Ensure SNM items are measured on receipt, shipment, and inventory.
  • Ensure SHINE processes comply with the MC&A program.
  • Coordinate with managers and staff on MC&A responsibilities.
  • Review and concur on MC&A procedures and revisions.
  • Assist in MC&A training and certify personnel.
  • Identify MC&A measurement systems and administer controls.
  • Oversee SNM data collection for physical inventory and submit on time.
  • Ensure MC&A reports/notifications to NRC are timely.
  • Prepare MC&A investigation reports and communicate corrective actions.
  • Periodically verify facility configuration related to MC&A.
  • Perform other duties as requested.

Overview

SHINE Technologies is seeking a Nuclear Material Control and Accounting (MC&A) Manager who will be responsible for developing and implementing an MC&A program for the new SHINE medical isotope production facility, currently under construction. The MC&A Manager will ensure that all Special Nuclear Material (SNM) used in the first‑of‑a‑kind process is in an authorized location for its appropriate use. Ideal candidates will have a strong background in statistics, chemistry, or nuclear processing. The Manager will develop the program from the ground up and work closely with licensing, quality, operations, and chemistry staff. Base salary range is $103,500 – $126,500 per year plus a comprehensive compensation package.


Duties and Responsibilities


  • Updating and implementing the MC&A program in accordance with the MC&A plan.

  • Managing any exceptions to standard MC&A practices due to the unique nature of the SHINE systems.

  • Ensuring that records are prepared and maintained of all SNM.

  • Ensuring that all SNM items received, shipped, and inventoried are measured.

  • Ensuring the SHINE process can be performed in accordance with the MC&A program.

  • Working with other managers and technical staff to ensure they are cognizant of their MC&A‑related responsibilities.

  • Reviewing and concurring on all written procedures that may relate to MC&A activities as well as any revisions to those procedures.

  • Assisting in the development of MC&A training and ensuring that individuals performing MC&A‑related functions are trained and qualified.

  • Identifying major MC&A measurement systems and measurement points and administering the MC&A measurement control program.

  • Supervising the collection of data for the SNM physical inventory and ensuring that the data collected are complete and correct and submitted on time.

  • Ensuring that MC&A reports and notifications required by the NRC are submitted within the required time.

  • Preparing MC&A investigation reports of MC&A irregularities and informing all affected groups within the organization of recommended corrective actions.

  • Performing periodic verification of the facility configuration as it relates to MC&A.

  • Performing other duties as requested or assigned.


Qualifications


  • Bachelor's degree in Engineering or a science‑related field.

  • Sound knowledge of statistics and measurement uncertainty as it relates to taking inventory of material, especially solutions.

  • Experience in MC&A concepts, including knowledge of applicable regulations in 10 CFR 74.

  • Ability to understand the SHINE MC&A plan and update necessary procedures to implement the Plan Prior Experience In Performing Nuclear MC&A Duties Preferred.

  • Ability to oversee multiple activities in an environment with changing priorities.

  • Ability to develop and implement performance tests, performance management, self‑assessments, and validate program compliance.

  • Understanding of mathematics for the calculation of inventories including arithmetic, algebra, geometry, calculus, and statistics.

  • Project Management and Leadership skills.

  • Proficiency with Microsoft Office.

  • Excellent communication and teamwork skills.
