Job summary

Illinois Department of Transportation is seeking a Transit Operating Program Manager for the Northern Region. This role focuses on reviewing, analyzing, and managing public transportation operating assistance funding programs and grants across northern Illinois, serving urban and rural communities with funding and grant-related issues.

Qualifications

• Bachelor's degree required in transportation management, business administration, public administration, accounting, or planning.
• Two years of related experience OR eight years of related experience in overseeing transportation operations, managing fiscal programs, administering grants, managing projects, analyzing transit data.

Responsibilities

• Remains abreast of federal and state guidelines to ensure proper administration of programs.
• Provides guidance to recipients regarding operating assistance issues and ensures program compliance.
• Assists with annual development and maintenance of the Northern Illinois operating assistance program to plan funding and scheduling of projects.
• Serves as the state’s contact for operating programs in northern Illinois, coordinating with other state agencies and states.
• Provides technical services for program participants and assists with navigating operating procurements within federal and state requirements.
• Oversees the northern Illinois HSTP regional planning commissions and reviews 5-year plans.
• Conducts presentations to county boards, city councils, transit organizations, and interest groups regarding policies.
• Reviews funding applications and payment requisitions for accuracy, compliance and eligibility.
• Maintains records of program activity using grants management systems and audits.
• Maintains harmonious relationships with employees, management, and the public.
• Acts as a resource for staff, facilitates training, and supports team capabilities.
