Job summary

The Enterprise Network Security Engineer at Franklin County Data Center (FCDC) administers and advances information security capabilities across our enterprise IT infrastructure to support Franklin County. This role develops, deploys, and maintains security solutions, guiding a risk-based approach to protect critical public-sector services.

Job Summary

The Enterprise Network Security Engineer’s primary objective is to administer and advance information security capabilities for the Franklin County Data Center. The Security Engineer is responsible for implementing, monitoring, and maintaining security solutions within the organization. As risks and the threat landscape change, the Security Engineer is responsible for recommending modifications and enhancements to ensure the organization is evolving to meet the needs of Franklin County. The Network Security Engineer also ensures that the right security policies and practices are implemented and enforced by managing the security-related configurations within the Enterprise security infrastructure through a risk-based approach. The Network Security Engineer provides input into the strategy, roadmap, and execution of security solutions, including firewall, intrusion detection/protection, web filtering, security event incident management, endpoint & server protection, and security monitoring solutions.

Employees new to FCDC or promoted into new positions must successfully complete a 180-day probationary period, and all employees must adhere to current Employee Handbook policies.

  • Actively participate in, and at higher levels help lead the research, planning, design, deployment, and maintenance of Security solutions and policies with a focus on Network Security.
  • Assist in defining business processes & controls around information security to ensure compliance with financial, privacy and other security & regulatory requirements.
  • Development of Security processes & documentation for both strategic projects and continuous improvement activities.
  • Conceptualize and implement various workflows, integrations, and adapters to meet agency needs while ensuring security compliance.
  • Participate in the development of Information Security Policy and roadmaps in collaboration with Enterprise Information Security teams and leadership.
  • Ability to drive innovation for system and security improvements, determine engineering and design best practices, find automation opportunities, and guide proper use of new features.
  • Participate in the deployment and operation of information security systems, including integration, testing, troubleshooting, and updating/upgrading of various security tools and appliances.
  • Perform daily monitoring of security solutions' activities and other information sources to monitor, identify, and mitigate suspicious events, vulnerability management, and threat mitigation and to ensure tool efficiency and efficacy.
  • Maintain security systems throughout the full system lifecycle, including deployment, configuration, troubleshooting, maintenance, patching/upgrading, and decommissioning, with a focus on Network security.
  • Working with multiple vendors on product issues, product roadmap, and new feature requirements
  • Assists as needed in Incident Response (IR) in the event of a breach, intrusion, or theft by providing security capability expertise.
  • Will be required to respond to assist with security events during non-traditional hours as needed.
  • Encourage, support, and participate in cross-training across teams.
  • Responds to inquiries regarding Network security policies and procedures.
  • Monitor and coordinate compliance activity with information security policies.
  • Collaboration with auditors to provide evidence of compliance.
  • Assists project teams with the network design and implementation of security controls, technical policies and solutions at the application and technology infrastructure levels as necessary.
  • Responsible for review and changes to security capability processes and procedures documentation.
  • Monitor information systems and maintain security controls to ensure compliance with regulatory policies and industry best practices.
  • Advise and consult with internal stakeholders on risk assessment, threat modeling, mitigation tactics, and remediation recommendations.
  • Develop and maintains various reports for audit review (security and change management).
  • Apply and maintain security controls in alignment with the NIST Cybersecurity Framework (CSF 2.0) and supporting control catalogs (NIST SP 800-53, CIS Controls), consistent with Franklin County Data Center’s framework driven roadmap.
  • Track, document, and communicate assigned work through enterprise ticketing and work management tools, maintaining clear visibility of task status, priorities and outcomes for teammates and leadership.

Note: Levels 1, 2, 3 are distinguished by specific measures of performance, education and experience. The tables below outline standard boundaries between each of the levels.
