Position Title:

Network Construction Manager - Small Cells (T4)

Role

This position requires experience with outside plant, inside plant cable, and Small Cell Network (SCN) construction on aerial, utility pole, and ground facilities. Knowledge of local and state permitting, pole and conduit licensing, and project management is essential. Responsibilities include vendor selection, on-site management, coordination of subcontractors, OEM installers, and customer representatives. The role involves representing Crown Castle on construction issues related to collocation, DAS, and Small Cell projects, overseeing fiber installation, hub and node construction, utility make-ready, and ensuring projects are completed on time and within budget, following company policies and procedures.

Responsibilities
  • Collaborate with internal departments such as Fiber Engineering, Utility Relations, and Network Real Estate.
  • Advise and influence Network Managers/Supervisors on construction matters.
  • Participate in vendor selection and manage external vendors to ensure timely, budget-compliant project completion.
  • Review project specifications, develop bid packages, and negotiate costs.
  • Manage permits, construction plans, and coordinate with engineering vendors.
  • Order and track materials, oversee site construction, and manage schedules and subcontractors.
  • Visit sites regularly, provide guidance, and coordinate with local and state agencies for permits.
  • Attend meetings, communicate milestones, and maintain accurate project documentation.
  • Ensure compliance with safety and quality standards, and resolve onsite issues.
  • Adhere to construction standards, processes, and procedures.
Education/Certifications
  • High school diploma or equivalent.
  • Minimum 2-year technical degree or equivalent work experience.
  • Valid driver’s license.
Experience/Minimum Requirements
  • 1-3+ years construction experience, with telecommunications Small Cell construction and supervisory experience preferred.
  • Knowledge of outside plant construction techniques and testing equipment.
  • Familiarity with NESC, NEC, OSHA standards, and OSHA 10 training preferred.
Expectations
  • Bachelor’s degree or equivalent experience preferred.
  • Strong organizational, project management, and interpersonal skills.
  • Proficiency in Microsoft Office and ability to manage multiple priorities.
  • Excellent communication skills, safety commitment, and professional development focus.
  • PMP certification is a plus.
Organizational Relationship

Reports to: Manager Network Construction

Work Environment: Hybrid model with in-office Tuesdays, Wednesdays, Thursdays, and flexible work from home on other days, with travel as needed.

Compensation

Hourly range: $40.00 - $55.00, based on experience and qualifications. Benefits include health insurance, 401k, paid time off, holidays, and potential bonuses or incentives.
