The City of Dallas is seeking a Neighborhood Code Representative to partner with Code Compliance and engage with residents, neighborhood groups, and public agencies to promote code education and service delivery.

The NCR coordinates resources, analyzes complaints, and participates in Code Sweeps and outreach programs to ensure timely and effective responses, while building cooperative relationships across departments and with community partners.

Qualifications

  • High school diploma or GED required.
  • Five years of experience resolving service complaints or public outreach.
  • Experience composing public information material.
  • TDLR Code Enforcement Officer license or in training required.
  • Valid driver’s license and ability to work varied shifts.

Responsibilities

  • Plans, coordinates, administers, and monitors education and outreach programs for citizen services.
  • Develops plans to provide code-related programs; prepares public information material.
  • Investigates service complaints; evaluates evidence and drafts actions as needed.
  • Maintains coordination with city departments, nonprofits, and community groups.
  • Manages special projects and code issue responses; engages neighborhoods and associations.
  • Coordinates regulatory programs to ensure public safety and compliance.
  • Interprets laws for departments and suggests improvements.
  • Attends neighborhood and town hall meetings; documents concerns and reports issues.
  • Performs additional duties as assigned.

The Neighborhood Code Representative works with Code Compliance to provide education ad community outreach ensuring service projects are completed efficiently and in a timely manner.

Neighborhood Code Representative (NCR): is a community liaison that works closely with council district office staff, external city departments, community/municipal courts, public agencies, non-profit organizations, neighborhood groups, volunteers, and all other community stakeholders. The NCR is responsible for communicating, educating, and networking with these groups. In addition, the NCR consistently works to build mutually beneficial relationships by connecting and coordinating resources, compliance alternatives, and options for Dallas citizens. Finally, the NCR actively participates in Code Sweeps, Clean Initiative Programs, proactive code responses, and other strategic outreach and educational programs.

Job Description
Essential Functions
  • 1 Plans, coordinates, administers, and monitors effective education and outreach programs on a variety of citizen needs and services; communicates, educates, networks, and actively participates with agencies, neighborhood groups, volunteers, courts, district staff, and other city departments.
  • 2 Develops and implements plan to provide code related programs and services to the community. Composes public information material to promote current, on-going and upcoming events; interprets state law, City ordinances, and City policies on compliance issues.
  • 3 Examines and investigates complex service complaints by evaluating evidence, talking with all involved parties, making violation determinations, and taking disciplinary action; drafts written warnings, citations, or revocation initiatives, if necessary.
  • 4 Maintains contact and coordinates services and activities with other city departments, private and non-profit organizations, associations, volunteers, and citizen groups.
  • 5 Handles, deescalates, and manages assigned special projects or complicated code issues of habitual offenders delegated by management and administration; participates in neighborhood and crime watch associations and meetings.
  • 6 Coordinates city regulatory programs to ensure public safety and compliance with applicable laws and ordinances; participates in special events and projects.
  • 7 Interprets state law, City ordinances, and City policies on compliance issues for departments; provides recommendations to departments on improving practices and procedures.
  • 8 Attends neighborhood meetings, town hall meetings, and neighborhood association meetings; documents concerns, reports on various potential problems, and serves as a knowledge base for code violations and enforcement.
  • 9 Performs any and all other work as needed or assigned.
Knowledge and Skills
  • 1 Knowledge of City Codes, ordinances and regulations.
  • 2 Knowledge of Code Enforcement best practices.
  • 3 Knowledge of customer service techniques to resolve problems and issues.
  • 4 May require knowledge of personnel management practices.
  • 5 Ability to plan and organize operations /events to meet assigned goals.
  • 6 Ability to develop operational procedures, work schedules, and presentations.
  • 7 Ability to analyze operational and program statistics to assess effectiveness.
  • 8 Establishing and maintaining effective working relationships.
  • 9 Communicating effectively both orally and in writing.
Minimum Qualifications

EDUCATION:

High school diploma or GED.

EXPERIENCE:

Five (5) years of experience in any of the following areas:

Resolving service complaints/conflicts

Public outreach experience involving development/implementation of educational/outreach programs.

Composing public information material

EQUIVALENCY:

An associate degree or higher in a business, public administration, communications, construction management or social science field plus three (3) years of the required experience will meet the education and experience requirements.

LICENSES :

Must have current license as a Code Enforcement Officer OR Code Enforcement Officer in Training issued by the Texas Department of Licensing and Regulation (TDLR).

Valid driver's license with good driving record.

OTHER REQUIREMENTS:

Availability to work various shifts including nights, weekends and holidays.

PREFERENCES:

Spanish/English bilingual skills are a plus

Salary Range

$24.39 - $27.71

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
