Job summary

The City of Mesquite is seeking a qualified administrator to direct the Environmental Code Division within the Neighborhood Services Department. You will supervise staff, coordinate with other City departments and outside agencies, and provide high level administrative support to the Director.

Responsibilities include managing programs, overseeing budget development, enforcing codes, and guiding continuous improvement.

Qualifications

  • Bachelor's degree in public health, public administration, or related field.
  • Five years of increasingly responsible experience in public service including three years of supervisory or administrative responsibility.
  • Equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
  • Possession of a valid driver's license.
  • Registered Code Enforcement Officer issued by the State of Texas or be able to obtain within six months of employment.
  • Obtain International Code Council (ICC) certification as a Property Maintenance and Housing Inspector or must be able to obtain within 12 months of employment.

Salary: $67,387.13/annual minimum - $96,267.31/annual max (Depending on qualifications)

SUPERVISION

General supervision is provided by the Director of Neighborhood Services. Responsible for supervision of the Environmental Code Field Supervisor, Code Operations Supervisor, Parking Inspectors, Environmental Code Inspectors, and Senior Administrative Secretary.

  1. All behaviors comply with the Code of Conduct & Rules of Behavior outlined in Chapter 8 of the General Government Policies and Procedures Manual.
  2. Assume management responsibility for all services and activities of the Environmental Code Division including administering, interpreting and enforcing the City's codes, ordinances and regulations.
  3. Manage, participate in, and initiate the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend, within departmental policy, appropriate service and staffing levels; recommend and administer policies and procedures.
  4. Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; collect and maintain data on workload and customer satisfaction; assess and monitor administrative and technology support systems, and internal reporting relationships.
  5. Monitor Environmental Code Abatement Contractor(s) activity, quality, work ordersand track performance of work performed.
  6. Conduct a variety of organizational studies, investigations, and operational studies; prepare statistical reports on operations and activities including performance measurement; identify best practices and other opportunities for continuous improvement, and implement improvements following review with the Director of Neighborhood Services; recommend modifications to environmental code programs, policies, ordinances and procedures as appropriate.
  7. Select, train, motivate and evaluate Environmental Code personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures; provide timely, accurate and thorough Performance Reviews for supervised employees, and construct employee improvement plans as required.
  8. Plan, direct, coordinate, and review the work plan for the Environmental Code Division; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures.
  9. Manage and participate in the development and administration of the Division's annual budget; forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; direct and implement adjustments as necessary.
  10. Serve as liaison for the Environmental Code Division and communicate with other City departments, divisions and outside agencies and citizens; respond to questions; mediate and resolve conflicts, complaints and controversial issues.
  11. Respond to and resolve difficult and sensitive citizen inquiries and complaints concerning the Environmental Code Division and coordinate resolution with other City divisions and departments; enforce codes fairly, reasonably, and diplomatically to minimize appeals to higher levels of the City organization.
  12. Review and update procedures and ordinances to ensure constitutional compliance with state and federal laws; stay abreast of new and amended state and federal legislation.
  13. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of environmental code management and enforcement.
OTHER DUTIES AND RESPONSIBILITIES
  1. Oversee the maintenance and servicing of Environmental Code divisional vehicles.
  2. Perform other duties as assigned.
EDUCATION

Bachelor's degree from an accredited college or university with major coursework in public health, public administration, or other related field.

EXPERIENCE

Five years of increasingly responsible experience in public service including three years of supervisory or administrative responsibility.

An equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

LICENSES AND CERTIFICATES

Possession of a valid driver's license.

WORK SCHEDULE

Monday-Friday, 8:00 a.m., to 5:00 p.m.
