Job summary

The City of Elmhurst is seeking a part-time Code Enforcement Officer to investigate and enforce property maintenance, municipal, zoning, and building codes. You will conduct site inspections, verify permits, and communicate code requirements to property owners, resolving issues whenever possible.

The role emphasizes documenting inspections, maintaining records, and providing testimony in court or adjudication hearings as needed; you will stay current on codes and participate as a team to serve

Qualifications

• Two years of college-level coursework in construction technology or completion of a recognized apprenticeship; AND two years of experience as a Code Enforcement Officer OR equivalent combination of education, training and experience.

Responsibilities

• Investigates property maintenance, municipal and zoning code violations.
• Performs site inspections for new construction and remodeling for adherence to the Code of Conduct and other site conditions; ensures permits and code compliance.
• Communicates with property owners and others regarding code requirements and City policies; resolves complaints where possible.
• Performs onsite inspections to identify violations and take appropriate action.
• Documents inspections and maintains records; prepares reports and issues notices to correct violations.
• Collects and maintains evidence for non-compliant cases for use in court; testifies in court and adjudication hearings as required.
• Develops and maintains knowledge of Property Maintenance Code, Municipal Code, Zoning Ordinance; updates knowledge through training.
• Contributes to customer service efficiency by offering suggestions and teamwork.

Position Summary

This is a part-time job classification that is responsible for investigation, inspection and enforcement of property maintenance, municipal, zoning, building and other City codes to ensure the safety, protection and visual enhancement of the community.

Essential Functions

• Investigates property maintenance, municipal and zoning code violations.
• Performs site inspections for new construction, remodeling and various home improvements for adherence to the Code of Conduct rules and other site conditions; ensure required permits available and code compliance.
• Confers with and provides information to property owners and others regarding code requirements and City policies and procedures; wherever possible, resolves complaints and problems.
• Performs onsite inspections as required to identify code violations and/or property maintenance violations and take appropriate action.
• Documents and maintains accurate records of inspections, actions taken and regulatory efforts; prepare written reports and correspondence and issue notices to correct code violations.
• Collects and maintains documentary evidence in regard to non-compliant cases for use in court; testifies in court and/or
• Adjudication Hearings as required.
• Develops and maintains knowledge of Property Maintenance Code, Municipal Code, Zoning Ordinance and Code Enforcement methods and updates code knowledge through regular training sessions.
• Contributes to the efficiency and effectiveness of the unit's customer service by offering suggestions and participating as an active member of a team.
• Organizes own work, sets priorities and meets critical deadlines.
• Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner promoting a harmonious and effective workplace environment.
• Regular and reliable attendance is an essential function of this role.

Qualifications

Two years of college-level course work in construction technology, or a field related to the work OR completion of a recognized apprenticeship in a recognized trade; AND two years of experience as a Code Enforcement Officer OR equivalent combination of education, training and experience as determined by Human Resources.

Required Certificates and Licenses

Illinois driver's license.
ICC Property Maintenance Certification or ability to obtain within 1 year of employment.

Salary & Benefits

Salary Range: $30.83-$46.25 per hour DOQ.
FLSA status: Non-exempt (up to 19 hours per week)
Benefits: Paid time off in accordance with the City's handbook.
