Job summary

Maryland Department of the Environment is seeking a Natural Resource Planner II to evaluate stormwater and sediment programs, perform field inspections, and develop reports with recommendations to strengthen local compliance. The role supports environmental protection and resilience across Maryland.

Qualifications

Responsibilities

• Evaluate local erosion and sediment control, stormwater management, and federal stormwater permitting programs.
• Travel Maryland-wide to inspect urban pollution control practices and enforce local codes.
• Analyze data and prepare reports and recommendations to improve program effectiveness.

Main Purpose of Job

• Program Review & Permit Development: Evaluate local erosion and sediment control, stormwater management, and federal stormwater permitting programs by applying principles of natural resources, hydrology, and climate change science. Maintain up-to-date scientific knowledge to inform and develop permit language.
• Field Inspections & Programmatic Evaluation: Travel throughout Maryland to inspect urban pollution control practices, assess the local implementation of state laws and regulations, evaluate local codes and enforcement policies, and observe programmatic procedures in practice.
• Reporting & Recommendations: Analyze collected data and field observations to evaluate local program effectiveness. Develop reports and recommendations regarding program delegation and enforcement to help improve the quality of local compliance efforts and protect Maryland's streams, rivers, and the Chesapeake Bay.
• Stakeholder Engagement & Outreach: Build strong relationships with internal staff and external stakeholders, respond to technical inquiries, and act as a statewide resource to promote consistency across local programs. Effectively communicate policies regarding climate change and environmental justice.
• The incumbent in this position will be required to drive a State vehicle. Driver’s License: A valid driver’s license with no more than five points is required to operate a State vehicle. Out-of-State Licenses: If you hold an out-of-state license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.

MINIMUM QUALIFICATIONS

• Education: A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.
• Experience: One year of experience in natural resources planning or applied environmental science.
• Notes: 1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.
• 2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences for the required experience.
• 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

• Familiar with NPDES municipal separate storm sewer system permits;
• Background in the implementation of best practices for stormwater management and soil erosion and sediment control;
• Ability to evaluate plans and write reports;
• Experience working with databases and GIS mapping.
