Job summary

Prevailance, Inc. seeks a Military Partnerships SME to support NATO HQ SACT CMDS in Norfolk, VA, focusing on policy analysis, concept development, strategic planning, and regional analysis to advance NATO military partnerships.

Qualifications

• Minimum 9 years of experience in foreign or international security, international cooperation, defense, or military affairs.
• Minimum 9 years in NATO Enterprise or another defense/security IO or national mission/embassy role.
• Minimum 9 years in NATO Partnerships, security sector reform, defense planning, or military capability development.
• Experience drafting materials for and briefing senior leaders (Flag/General Officers).
• Proficiency with Microsoft Office Suite and collaborative software.
• English-language proficiency equivalent to STANAG 6001 SLP 3333.
• Valid passport from a NATO member nation with no travel restrictions.

Responsibilities

• Coordinate partnership activities with NATO HQ, Partner Nations, and relevant international organizations.
• Develop briefings, point papers, speaking notes, reports, and decision-support products for senior officers and decision-makers.
• Support policy development, directives, concepts, processes, and procedures for NATO partnerships.
• Identify, coordinate, and track partner engagement opportunities and events.
• Support information and knowledge management, lessons learned, and corporate memory for partnerships.
• Assist Key Leader Engagements with background papers, engagement strategies, and talking points.
• Advise stakeholders on strategic value, risks, and opportunities of NATO partnerships and partner engagement.
• Contribute to policies, directives, concepts, and reports for long-term NATO military partnerships.
• Lead or support concept development activities including out-partnering concepts.
• Support integration of partner perspectives into long-term military transformation and wargaming.

Description

This position is contingent upon contract award.

Prevailance is seeking a Military Partnerships Subject Matter Expert (SME) – Partnerships Strategy, Concept Development, Policy and Analysis to support North Atlantic Treaty Organization (NATO) Headquarters Supreme Allied Commander Transformation (HQ SACT) Capability Development Management Support (CMDS) in Norfolk, Virginia. This position may require up to 30 days of travel annually.

The Military Partnerships SME supports the strategic development of NATO military partnerships through policy analysis, concept development, strategic planning, and geopolitical and regional analysis. This position coordinates with NATO organizations, Partner Nations, and other stakeholders to integrate Partner perspectives and opportunities into NATO military transformation, strategic foresight, future force development, exercises, experimentation, and senior leader decision-making.

Responsibilities Include, But Are Not Limited To

• Serve as a central coordination point for partnership-related activities involving command organizations, NATO headquarters, Partner Nations, and relevant International Organizations
• Develop briefings, point papers, speaking notes, reports, decision-support products, and other staff products for senior officers, decision-makers, working groups, and external engagements
• Support the development, review, refinement, and implementation of policies, directives, concepts, processes, and procedures related to NATO military partnerships
• Identify, coordinate, and track activities, exercises, experiments, training, education, and engagement opportunities available to Partner Nations
• Support information and knowledge management, lessons identified, document traceability, quality assurance, and corporate memory for partnership activities
• Support Key Leader Engagements through development of background papers, engagement strategies, read-ahead materials, talking points, engagement reports, and follow-up actions
• Advise and support stakeholders regarding the strategic value, scope, risks, and opportunities associated with NATO military partnerships and Partner engagement
• Develop and contribute to policies, directives, concepts, reports, studies, and military advice supporting the long-term development of NATO military partnerships and their interaction with NATO defense policies, cooperative programs, and transformation priorities
• Lead or support partnership-related concept development activities, including strategic engagement concepts, the "out-partnering" concept, and contributions to relevant concept development and experimentation activities
• Support integration of Partner perspectives into long-term military transformation, strategic foresight, future force design, red teaming, wargaming, and Long-Term Military Strategic Shaping activities
• Identify programs of work, experiments, exercises, studies, training events, and other activities offering opportunities for Partner engagement and identify Partner Nations that could contribute to or benefit from those activities
• Capture best practices, lessons learned, engagement outcomes, decision points, recurring requirements, and continuity products supporting Partnerships Branch knowledge management and corporate memory
• Conduct geopolitical, regional, and strategic analysis of Partner Nations and partnership frameworks within an assigned country portfolio to support planning, engagement, and senior leader decision-making

Qualifications

• Minimum 9 years of experience in foreign or international security, international cooperation, defense, or military affairs
• Minimum 9 years of experience working within one or more of the following environments:
  • NATO Enterprise (preferred)
  • Another International Organization in a defense- or security-related position
  • A national mission, delegation, or embassy to an International Organization in a defense- or security-related position
• Minimum 9 years of working knowledge in one or more of the following areas:
  • NATO Partnerships
  • Security sector reform or defense and security capacity building
  • Defense planning
  • Military capability development or military applications of Operations Research
• Demonstrated experience drafting materials for and/or briefing senior leaders and decision-makers, including Flag or General Officers or civilian equivalents
• Proficiency with Microsoft Office Suite and collaborative software
• Demonstrated English-language proficiency equivalent to STANAG 6001 SLP 3333
• Valid passport from a NATO member nation with no travel restrictions to NATO nations

Education

• Master's degree or higher in International Relations, International Security, International Development, Military Studies (including Military Technology or Operations Research), Foreign Policy, Public Affairs, Political Science, or a related discipline
• Attendance at a NATO or national military staff/war college at the OF-3 level or higher

Clearance

• Must possess and maintain an active NATO SECRET or National SECRET (or higher) security clearance
