Job summary

Prevailance, Inc. seeks a U.S. Congressional Liaison Officer to support NATO ACT in Washington, D.C. The role is on-site with up to 30 days of travel within the U.S.

and to NATO Headquarters. Responsibilities include tracking defense policy, providing strategic briefings, and cultivating relationships with Congress, the Executive Branch, and allied missions. The ideal candidate has 5+ years in Congress-focused roles, strong policy analysis skills, and the ability to communicate complex issues

Qualifications

• Minimum 5 years of experience working with or within the U.S. Congress, especially on defense, appropriations, and foreign-policy issues.
• Demonstrated success in a government relations role and navigating the legislative process.
• In-depth knowledge of the U.S. Congressional process and authorization/appropriations cycles.
• Ability to synthesize policy and budget data into actionable recommendations.
• Experience monitoring U.S. policy related to Ukraine, Europe, and NATO defense posture.

Responsibilities

• Monitor and analyze the U.S. defense budget process from planning through execution and assess implications for NATO.
• Track Congressional defense reforms and their potential impact on NATO transformation.
• Provide strategic reporting on Congressional debates concerning Ukraine and Euro-Atlantic security.
• Assess budget issues related to U.S. troops in Europe and burden-sharing considerations.
• Plan informal engagements with legislators and staff to promote ACT visibility.
