Job summary

Spektrum is seeking a highly skilled liaison to support Allied Command Transformation (ACT) in Washington, D.C. The role focuses on monitoring U.S. defense-budget developments, shaping NATO-related policy messaging, and coordinating with Congress and federal agencies.

You will build strategic relationships with lawmakers, staff, and policymakers, ensuring NATO priorities are represented and advanced. The ideal candidate has extensive experience with the U.S.

Qualifications

• At least two years experience with the U.S. Congress on defense, appropriations, and foreign policy issues.
• Proven government relations success managing a legislative portfolio.
• Excellent communication with elected officials, policymakers, and Congressional staff.
• Ability to coordinate across departments to convey NATO ACT messaging on Capitol Hill.
• Ability to develop and implement action plans for NATO ACT initiatives.

Responsibilities

• Monitor and analyze the U.S. defense budget process from planning to execution, highlighting NATO implications.
• Track Congressional defense reforms and assess their impact on NATO transformation.
• Provide strategic reporting on Congressional debates and decisions concerning Ukraine and Euro-Atlantic security.
• Manage relationships with Members of Congress and provide tailored briefings on ACT and NATO priorities.
• Coordinate with U.S. executive agencies, NATO missions, and allied embassies for message coherence.
• Produce regular reports for SACT and POLAD on Congressional trends, risks, and opportunities.
• Support ACT delegations and visits by SACT and Flag Officers to Congress.
• Travel within the United States and to NATO HQ up to 30 days per year as required.
