Job Description
This Position is Contingent on Contract Award.
The National Patient Safety Quality Management Director (NPSQMD) provides director level management, expertise and oversight of a comprehensive quality, health, safety, and risk management program for the medical services contract and medical units for the U.S. Customs and Border Protection (CBP), U.S. Border Patrol Station Medical Units, and Office of Field Operations Ports of Entry Medical Units.

The National Patient Safety Quality Management Director is responsible for ensuring successful completion of administrative and program management tasks in accordance with the policies and protocols listed in the Statement of Work (SOW) and Department of Homeland Security (DHS) directives for the delivery of healthcare services to persons in custody.

Duties And Responsibilities

  • Responsible for the creation and management of a comprehensive quality, health, safety, and risk management program.
  • Ensures the medical units’ obligations under prevailing state and federal guidelines pertaining to quality, health, and safety are met.
  • Creates and manages a proactive standardized Risk Management Plan that fully addresses risk and incident management across all medical units, and adheres to DHS, CBP, federal, and state (if applicable) policies and guidelines.
  • Supervises and manages the duties and activities of the Patient Safety Risk Manager (PSRM) at each sector/region.
  • Creates, implements, and executes a Quality Assurance and Performance Improvement Plan to include process and outcome initiatives, training, monitoring, evaluation, and quarterly summary reports to promote a safe work environment, and quality patient care.
  • Collaboratively oversees and manages the identification and review of all incidents, to include Medical Sentinel Events.
  • Works collaboratively with the National Medical Director on the completion of Root Cause Analyses of all medical sentinel events.
  • Develops and maintains a tracking system for all incidents, noting trending, and any significant findings in a quarterly summary as part of the Medical Quality Management.
  • Creates and implements Standard Operating Procedures and Policies for the medical units.
  • Collaboratively leads the National Medical Quality Management meetings.
  • Initiates and maintains compliance with DHS and CBP policies.
  • Monitors staff compliance with policies and procedures.
  • Oversees compliance with Clinical Laboratory Improvement Amendments (CLIA).
  • Oversees all support staff competency testing and training completion.
  • Performs annual inspection of each medical unit.
  • Coordinates and/or develops on-going quality assurance activities for medical services.
  • Maintains patient confidentiality and privacy of medical records.
  • Utilizes the electronic medical records system for any patient documentation.
  • Assures a safe and clean working environment.
  • Completes all annual training as directed.
  • May be required to travel to CBP headquarters for meetings.
  • Will effectively create spreadsheets, diagrams, presentations, and other forms of training or reporting.

Qualifications

BASIC REQUIREMENTS

  • Graduate of an accredited Registered Nurse Program located in any United States jurisdiction.
  • Candidates must have a current, active, valid, and unencumbered license, registration, or certification to practice as a Registered Nurse issued by any United States jurisdiction.
  • Must have a minimum of five years of clinical experience in direct patient care as a registered nurse and at least three years of experience in risk management, patient safety, and quality management.

Pay range is based on several factors and may vary in addition to a full range of medical, financial, and/or other benefits. Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with geographical market data.
