The Town of Groton, Connecticut is seeking a compassionate, discreet, and highly organized professional with excellent interpersonal, communication, and customer service skills, capable of listening attentively and clearly explaining complex veteran benefit programs and technical policies to veterans, their spouses, and eligible dependents seeking access to federal, state, and local veterans benefits and services The ideal candidate will possess a strong familiarity with federal and state veteran benefit programs alongside a firm commitment to maintaining confidentiality, exercising sound judgment, and handling sensitive matters with integrity. This is a part‑time (up to 19 hours per week), non‑union, non‑benefit eligible position.

POSITION OVERVIEW:

Under the general direction of the Director of Human Services, the Municipal Veterans Representative serves as the town’s primary advocate and point of contact for local veterans, their spouses, and eligible dependents. Fulfilling the legal mandates of Connecticut General Statutes Chapter 506, § 27‑135, this role provides confidential consultation and guidance to help constituents access comprehensive federal, state, and local benefits. Key support areas include disability compensation, pensions, healthcare, housing, vocational training, and employment re‑entry programs, ensuring veterans and their families receive the full array of assistance available to them.

In addition to direct constituent services, the Representative conducts active community outreach, develops educational materials, and maintains up‑to‑date resource libraries and required statutory reporting. The role serves as a key liaison between the municipality, the CT Department of Veterans Affairs, and local Veteran Service Organizations (VSOs) to identify service gaps, advocate for veteran needs, and represent the town at ceremonies and public events.

Blending direct service, public presentation, and program administration, this position requires regular regional travel and occasional evening or weekend availability. Will occasionally be required to present to elected bodies and other committees and/or organizations.

REQUIRED QUALIFICATIONS:

Must be a U.S. veteran (as defined under Connecticut statute) or have practical experience handling veterans’ issues. Bachelor’s degree in Human Services, Social Work, Behavioral Science, Psychology, Communications, Health Services Administration, or Public Administration and one year of assisting patrons in finding, qualifying for, applying for, or delivering social or health care service programs involving direct patron contact, or Associate’s Degree and two years of experience, both as listed above, or an equivalent combination of education and experience.

Knowledge of municipal office operations, CT veteran statutes (e.g., § 27‑135), and regional veteran service organizations (VFW, American Legion) is strongly preferred. Experience in grant writing, program development, or non‑profit/municipal environments is highly desirable. Bilingual skills (Spanish) are a plus.

REQUIRED CERTIFICATIONS/LICENSES :

Must possess and maintain a Valid Motor Vehicle Operator’s License.

Must successfully complete a veteran benefits and programs training course that meets Connecticut Statute requirements within one year of hire.
