Job summary

The City of Keizer is seeking a Water Quality Specialist to safeguard Keizer’s drinking water and protect public health. In this role, you’ll perform specialized cross‑connection control work, collect samples, and ensure regulatory compliance across the water distribution system.

You’ll interact with residents and businesses to prevent contamination, maintain required records, and support pump station operations.

Qualifications

  • High school diploma or equivalent required.
  • Three years of full-time experience in road, water, sewer, stormwater, or general construction; or an equivalent combination.
  • Valid Oregon driver license; and
  • OHA Cross Connection Specialist Certification; and
  • OHA Water Distribution I Certification; and
  • NIMS IS 100, 200 and 700 certifications; and
  • Residence must be within a 35-minute drive time to City shops.

Responsibilities

  • Coordinates and implements the Water Division’s Cross Connection Program in compliance with all regulations.
  • Conduct surveys and inspections of businesses and residences to identify potential cross connections and eliminate contamination risks.
  • Inspect, track, and maintain records for backflow assemblies and ensure proper installation and operation.
  • Manage customer notifications, test reminders, compliance documentation, and cross-connection database records.
  • Collect routine water samples following Oregon Health Authority protocols.

Monthly Salary Range: $5,080 - $6,628 plus duty pay, as applicable

About the Role

As a Water Quality Specialist in the Water Division, you will play a key role in ensuring the safety and integrity of the City of Keizer’s water distribution system. This position performs specialized technical work in cross‑connection control, water quality sampling, regulatorycompliance, customer engagement, and pump station operation and maintenance.

  • Monthly Salary: $5,080 - $6,628 plus duty pay, as applicable.

Minimum Qualifications

  • OHA Water Distribution I Certification; and
  • NIMS IS 100, 200 and 700 certifications; and

What You Bring

In addition to the minimum qualifications, we are looking for candidates who have:

  • Strong knowledge of cross‑connection control practices, plumbing systems, and backflow assembly functions.
  • Ability to identify contamination risks and respond effectively to protect the water system.
  • Skill in operating water system tools, equipment, and software (including cross‑connection tracking software and Microsoft Office).
  • Commitment to safety, regulatory compliance, and high‑quality customer service.
  • Ability to work independently, collaborate with a team, and adapt to field and environmental conditions.
  • Willingness and ability to learn new technologies and apply them effectively.
