Job summary

The City of Claremont NH seeks a Clerical Union – Full-Time Utility Billing & Collections Clerk to split time between the Water/Sewer Departments and Central Collection Office. You will generate bills, handle abatements, maintain accounts, process motor vehicle transactions, collect taxes, and reconcile cash with close cooperation from the Clerk/Tax Collector and Public Works Clerk Administrator.

Qualifications

• Education: High-school diploma or equivalent, plus three (3) years’ bookkeeping / utility-billing or related municipal finance experience; or any equivalent combination of training and experience.
• Proficiency with BS&A, Beacon, and fund-accounting systems; knowledge of state laws governing municipal utility collections.
• Strong written and oral communication; ability to work independently and meet deadlines.

Responsibilities

• Generate quarterly and monthly water and sewer bills from meter data imported from Beacon into BS&A.
• Establish new customer accounts and process account corrections and adjustments.
• Create closing work orders and coordinate final reads and closing balances.
• Answer billing inquiries, explain regulations and payment options, and arrange on-site meter inspections when needed.
• Issue delinquency notices and pursue lien processing per policy and state statute.
• Prepare month-end, quarter-end, and year-end revenue, aging, and consumption reports.
