The City of Manhattan, Kansas is seeking an experienced Treasurer to manage and optimize cash flow, investments, and treasury operations for the municipal government. The role evaluates risk, forecasts liquidity, and ensures compliance with policy while supervising staff and supporting leadership.

The position requires a bachelor’s degree in accounting/finance and at least five years of relevant experience in banking, investments, and cash management; a master’s degree is preferred.

Formación

• Bachelor's degree in accounting, finance, or related field is required.
• 5+ years of experience in banking, investments, debt management and cash management.
• Equivalent combination of education and experience may be considered.

Responsabilidades

• Manages and optimizes cash flow and revenue to evaluate fiscal decisions; ensures financial obligations are met.
• Develops and implements sound investment principles in compliance with statutory requirements for investments and depository purposes.
• Develops, recommends, and oversees investing policies, practices, and procedures; reviewing and analyzing data.
• Maintains the City’s formal investment policy and compile documentation for the annual review of the City’s expanded investment powers by the Pooled Money Investment board.
• Evaluates completeness and accuracy of all transactions relevant to treasury functions to include discrepancy identification, and determination and implementation of corrective action to resolve errors.
• Manages and oversees trustee functions within the Finance Department.
• Oversees the City’s debt management program and monitor compliance with statutory requirements. Monitors all short and long-term debts of the City and makes all principal and interest payments.
• Reconciles City’s bank accounts; monitors cash flow, makes deposits, transfers money, and ensures all accounts are balanced.
• Assists with year-end audits.
• May assist in developing the City’s budget, including the debt capacity analysis included in the Capital Improvement Plan.
• Assists in providing leadership and direction for day-to-day department operations.

Educación

Bachelor's Degree in Accounting, Business Administration, Finance or closely related field

Five (5) years of closely related professional work experience in banking, investments, debt management, and cash management

An equivalent combination of education and experience may be considered as meeting the minimum qualifications
