Job summary

The City of Harrisonburg is seeking a Risk Manager within the Department of Finance to lead risk and safety programs citywide. You’ll identify exposures, conduct OSHA audits, and ensure compliance with OSHA, VOSH and ANSI standards while coordinating the insurance portfolio.

You'll advise on contracts, review leases, prepare risk budgets, and support departmental risk protections, LO-DA renewals, and safety committee initiatives, driving continuous safety improvements across City operations.

Qualifications

• Bachelor’s degree with coursework in risk management, business administration, or related field; 3–5 years in municipal risk management.
• Valid driver’s license.
• Advanced professional designations (CRM/ARM/CPCU) preferred but not required.
• Experience analyzing and processing liability claims; knowledge of OSHA, VOSH and ANSI standards.

Responsibilities

• Lead the City of Harrisonburg’s risk and safety management program across City departments.
• Conduct worksite safety and OSHA audits; keep the Safety Program Manual current.
• Develop practical safety policies, procedures and training to reduce losses.
• Ensure compliance with OSHA, VOSH and ANSI standards; advise on insurance requirements for contracts and events.
• Coordinate and maintain the City’s insurance portfolio; assist departments with filing claims; review leases and contracts.
