Job summary

The Town of Dover, Morris County, is seeking a full-time Chief Financial Officer to lead its fiscal operations, including budget development, general ledger, debt and cash management, grant reporting, and payroll processing.

Qualifications

Responsibilities

• Manage fiscal operations including budget preparation and maintenance, general ledger, bank reconciliations, and payroll processing.
• Oversee debt and cash management, grant reporting, and completion/submittal of AFS.
• Establish and monitor budgeting policies, verify accuracy of fiscal actions, estimate revenues/expenditures, and enforce internal controls.

The Town of Dover has an immediate opening for a full-time Chief Financial Officer.

Managesa fiscal or financial operation in local government through reviewing expenditures for Compliance with Annual Operating and Capital Budget preparation and maintenance, General Ledger maintenance, Bank Reconciliations, Debt Management, Cash Management, Grant Reporting and Payroll Processing, Completion and Submittal of AFS, budget policies, verifying accuracy of processed fiscal actions, estimating revenues and expenditures, monitoring internal financial controls, developing budgeting systems, evaluating the organization’s financial condition, and issuing bonds and notes; does other related duties as required.

EXPERIENCE: Five (5) years of experience in municipal finance or fiscal management, one (1) year of which shall have been in a supervisory capacity.

EDUCATION: Graduation from an accredited college or university with a Bachelor's Degree.

LICENSE: Applicants must possess a valid certification as Certified Municipal Finance Officer issued by the NJ Department of Community Affairs, Division of Local Government Services. Qualified Purchasing Agent Certification preferred.

This position offers a salary range of $130,000.00 to $165,000.00, along with a comprehensive benefits package including Medical, Prescription, and Dental coverage.
