Job summary

City of Woonsocket is seeking a Controller in the Finance Department to ensure ethical and GAAP-compliant financial reporting. You will supervise AP and payroll, manage fund accounting, and oversee HUD voucher processing.

The role requires a bachelor’s degree in accounting and five years in municipal accounting or auditing, with oversight of budgeting and annual audits. RI laws and GASB standards apply, and experience with HUD grants is a plus.

Qualifications

• A bachelor’s degree in accounting, business administration or related field with five (5) years of municipal accounting and/or auditing experience.

Responsibilities

• Plan and manage the Controls Division activities and all fund accounting reporting.
• Supervise accounts payable and payroll/disbursement functions related to expenditure control accounts.
• Oversee cash transfers to funds, outside agencies and vendors.
• Reconcile inter-fund liabilities and receivables; monthly reconciliation of control accounts.
• Process HUD Grant vouchers and prepare required financial reports.
• Ensure monthly and annual financial reports are accurate and GAAP-compliant.
• Assist in preparing the annual budget.
• Oversee the annual audit process for accuracy as directed by the Director.
• Adhere to financial reporting and disclosures per RI law, GASB, IRS and city ordinances.
