Job summary

Housing Authority of the City of Milwaukee (HACM) seeks a Controller to lead the Finance and Accounting Department, overseeing accounting operations, financial reporting, and audits. The role partners with the CFO to ensure transparency and compliance across public housing, HCV, and LIHTC/mixed-finance activities.

The Controller directs journal entries, reconciliations, year-end closing, and policy development, while mentoring staff and maintaining robust internal controls.

Qualifications

• Bachelor’s degree in accounting or finance.
• Seven years of progressively responsible accounting or financial-management experience including reporting, audit, controls, and supervision.
• Experience leading accounting staff in a multi-fund, multi-entity governmental or nonprofit environment.
• Knowledge of GAAP, financial-statement prep, audits, internal controls, and general-ledger systems.
• Experience with HUD-financial reporting and grant management preferred.

Responsibilities

• Direct and manage day-to-day operations of the Finance Department.
• Lead accounting, financial reporting, budgeting, treasury, compliance, and close processes.
• Ensure GAAP compliance and strong internal controls across all funds.
• Prepare monthly financial statements and HUD/regulatory reports.
• Oversee audits, responses to regulator reviews, and implement audit recommendations.
• Supervise and develop finance staff and coordinate with CFO.
